The procurement concerns the delivery of ticket review services for busses, trams, express boats and ferries that are operated under contract for AtB. The procurement also includes the following services:
- additional delivery of objective review (quality controls)
- passenger counting
- guard and security services related to passenger and driver safety on board means of transport, at stops and at terminals
The procurement consists of two contracts, Greater Trondheim and Region. This described further in the Assignment Description.
The contract applies from and including contract commencement and has a duration of 4 years, calculated from the Start-Up Date of 20 June 2023.
The contracting authority has a unilateral option to extend the contract for 1+1 year.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a register of business enterprises, professional register or a trade index in the country where the tenderer is established.
Requirements for documentation: Company registration certificate.
Økonomisk og finansiell stilling:
Requirement 1: The supplier must have settled conditions in relation to payment of tax, payroll tax and value added tax (VAT). Documentation requirement: Tax certificate. The certificate must not be older than 6 months from the tender deadline.
Requirement 2: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Documentation requirement: Tenderers must enclose:
The annual accounts for the last 2 years, including notes and the board and auditor's reports (2020 and 2021).
If a Tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the Tenderer can prove their economic and financial capacity with any other document that the Contracting Authority deems suitable, cf. the public procurement regulations §16-4 (2).

Minste nivå(er) av standarder:
Requirement 1: tax certificate.
Requirement 2: annual accounts for the last 2 years, including notes and the board and auditor's reports (2020 and 2021).
Teknisk og faglig kapasitet:
Requirement 1: Tenderers have relevant experience from equivalent assignments. This means that the Tenderer must have operative experience of similar/equivalent scope for at least 2 years.
Documentation requirement: Requirements on experience must be documented by completing:

The contracting authority reserves the right to contact the references provided in the annex.
Requirement 2: The tenderer must have an operative control system that has been implemented and is in operation.
Documentation requirement:
Tenderers must submit documentation that provides a description of the company's control system and the date of implementation. See the Procedure Rules Annex 6 Quality Control System.
In Annex 6, tenderers must submit a general description of the contents of the system with emphasis on that which is relevant to this contract.
In addition, tenderers must describe how deviations are handled and how follow-up is carried out, emphasising how the tenderer tries to avoid the deviation recurring.
