The Norwegian Defence Estates Agency [Forsvarsbygg] invites tenderers to submit tenders for framework agreements for suction and flushing services for the following independent lots:
- Lot 1: Forsvarsbygg northern region. Finnmark district, Porsanger area (contract number R01322).
- Lot 2: Forsvarsbygg northern region. Finnmark district, Kirkenes area (contract number R01352).
This agreement shall primarily cover the need for services regarding the emptying, inspection, and cleaning of fat separators, sand traps and septic tanks, steaming ice plugs, as well as turn-out assignments related to high pressure flushing of blocked pipes, filming pipes, etc.
The service shall also cover the disposal of retrieved material at legal reception sites, i.e., non-dewatered septic sludge, animal bi-products, and sludge from fat separators and sand trap sludge, etc.
All of the tenderer's resources that will enter a military location must be able to be authorised to LIMITED.
NOTE - If submitting a tender offer for both lots, a complete tender (all documents) must be submitted for each lot in Mercell.

Tenderers must be a legally registered company.

Documentation requirement:

Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Tenderers must have their tax and duty payments in order.

Tax and VAT certificate (RF-1316). The certificate can be ordered via www.altinn.no. The certificate must not be more than 6 months from the tender deadline.

(only for Norwegian tenderers).

Økonomisk og finansiell stilling:

Tenderers must have sound finances, which includes that the tenderer must be credit worthy.

Minste nivå(er) av standarder:

Credit assessment of the tenderer, not older than 6 months, calculated from the deadline for receipt of tenders. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. The credit rating must contain an assessment of the tenderer’s payment history/reliability.

NOTE: If a tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the parent company), an equivalent credit rating must be submitted for that company. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Newly established companies that cannot provide a relevant credit rating can attach alternative documentation including, amongst other things, the accounts/balance, key figures, payment history and payment remarks.

Teknisk og faglig kapasitet:

1) Tenderers (as a company) must have relevant experience and competence with deliveries of an equivalent nature and scope to this contract.

2) Tenderers must have the capacity to carry out the assignment under the framework agreement.

3) Tenderers must have satisfactory control systems within quality that cover the activities included in the agreement.

1) An overview of the three (3) most important deliveries related to suction and flushing services that the tenderer has carried out in the last five years, together with information on the contract value, date of execution, and the name and contact information of the recipient of the service.

The Norwegian Defence Estates Agency retains the right to contact the provided reference persons in order to confirm the information.

A statement of the tenderer's average workforce and the number of employees in the management in the last three years.

2) Description of the proportion of the contract for which the tenderer is considering the use of subcontractors.

Annex 9 Subcontractor Overview is to be completed for the geographical lot for which the tender is submitted.

3) A copy of a certificate issued by an independent body confirming that the tenderer meets the quality assurance standard NS EN ISO 9001:2015 or equivalent. If the tenderer is not certified, documentation must be presented verifying that the tenderer has a good and well-functioning system for quality assurance.
