The objective of the service concession scheme is to organise possibilities for clients of user controlled personal assistance services to choose which provider they want for providing the granted services (user choice). The scheme shall also ensure the clients the assistance they are entitled to, in accordance with the Act relating to health and care services and the patient and user right Act.

Concession contracts will be awarded to 3 tenderers.

The scheme will work in such a way that tenderers who are granted service concession contracts are given the right to offer user controlled personal assistance services in Time Municipality. The following applies for the scheme:

Only tenderers that are awarded a service concession will be able to provide services to users in the municipality.

A tenderer who has been granted a concession will be able to provide services to the users who choose the tenderer in question.

There is no right to procure for the municipality.

Liste og kort beskrivelse av regler og kriterier:

Registered in a trade register or company register.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Tax certificate

Tenderers must have their tax and VAT payments in order. Tax and VAT certificate, not older than 6 months calculated from the tender deadline (https://www.altinn.no/no/Skiema-oq- tienester/Etater/Skatteetaten/Attestbestillinq/) Foreign tenderers must present a certificate from equivalent authorities in the country where they are liable for VAT and tax.

Financial key figures

Tenderers must have sufficient financial capacity to carry out the assignment/contract. Good solidity is required. The contracting authority will collect credit rating via Proff Forvalt Credit Information Company www.forvalt.no. Minimum character will be accepted.
