The goal of this report is to provide recommendations for how to strengthen plastics governance and climate action at the national and global levels by informing about the links between plastic and climate change. The report will enrich decision-making processes by presenting a summary of the latest scientific evidence and by presenting analysis of where and how the plastic governance could be strengthened to curb global climate change. The report will be relevant to the process of the Intergovernmental Negotiating Committee (INC) on Plastic Pollution as well as the Open-Ended Working Group (OEWG) on a Science-Policy Panel to Contribute Further to the Sound Management of Chemicals and Waste and to Prevent Pollution.
The goal of this report is to provide recommendations for how to strengthen plastics governance and climate action at the national and global levels by informing about the links between plastic and climate change. The report will enrich decision-making processes by presenting a summary of the latest scientific evidence and by presenting analysis of where and how the plastic governance could be strengthened to curb global climate change. • highlight the contribution of GHG emissions of plastics in the scope of developments of a legally binding instrument on plastic pollution, including in the marine environment;
• highlight the potential of the legally binding instrument on plastic pollution to respond climate change
• contribute to a better understanding of the tools, mechanisms and instruments at national and global levels to reduce plastic pollution and curb global climate change;
• contribute to an enhanced understanding of a systematic approach to plastic governance for reducing pollution and curbing global climate change; and
• identify and explore the synergies between different global governance frameworks in the context of plastics and climate change.
The expected contribution of the report:
• strengthening accountability to promote efforts to decrease plastic pollution and limit the contribution of the plastics life cycle to climate change;
• improving national capacity for governance and intersectoral action for decreasing plastic pollution and climate change;
• strengthening coherence among United Nations partners in pursuit of decreasing plastic pollution and climate change
Tasks and deliverables
The assignment is to support GRID-Arendal with the following tasks.
1. Support the establishment of the review panel and the expert group
2. Develop the methodology to carry out the content analysis of Nationally Determined Contributions (NDCs), National Communications (NC), Biennial Update Reports (BUR) and National Inventory Submissions submitted to UNFCCC to identify how the impacts associated with plastic production, consumption and waste have been reported.
