The importance of a robust science - policy interface is widely recognized and practiced under various governance mechanisms, such as multilateral environmental agreements and regional instruments.
In 2022, the United Nations Environment Assembly (UNEA) adopted resolution 5/8 which decided to establish a Science-Policy Panel (SPP) to further contribute to the sound management of chemicals and waste and to prevent pollution. According to the resolution, “the panel should be an independent intergovernmental body with a programme of work approved by its member Governments to deliver policy-relevant scientific evidence without being policy prescriptive”.
The assignment is to prepare a report that discusses options for an authoritative and credible science – policy interface to the new plastics instrument designed as a body which will provide up-to-date and policy-relevant information.

The assignment is to prepare a report that discusses options for an authoritative and credible science – policy interface to the new plastics instrument designed as a body which will provide up-to-date and policy-relevant information. The report should respond to a number of research questions, including but not limited to:

• Why do we need an independent science-policy body to support the new instrument on plastic pollution?
• What scientific information is needed to achieve the goal to end plastic pollution? How can a new body close the informational gap?
• What kind of entry points does the initial set of key functions outlined for the Science-Policy Panel on chemicals waste and pollution provide for addressing plastic pollution? Are there other functions needed to adequately respond to the scientific needs?

• How can the body improve understanding of the effectiveness of policies (review other MEAs)?
• What are the key functions needed to adequately respond to the scientific needs?
• How can the body improve understanding of the effectiveness of multilateral instruments?
• How can research on plastic pollution be prioritized through the work of the body?
The consultant is expected to provide:
• A report containing the full analysis
• A Summary for Policy-Makers (indicatively 4 pages)
• A launch event at INC-3 in Nairobi
The consultant should involve key experts from governments, MEAs, science networks and other relevant stakeholders through an advisory group.
Timeline
Inception meeting to be held in mid-March, 2023
Inception note by the end of March, 2023
Expert Group Meeting to be held at INC-2 in Paris, Franch in May, 2023
Draft report and draft Summary for Policy-Makers to be presented for consideration by GRID-Arendal in early September, 2023
Final report and Summary for Policy-Makers by 1 October, 2023
Launch at INC-3 in Nairobi, Kenya, in November, 2023
Budget and evaluation
The proposal should contain a financial proposal within the range of 300,000 to 500,000 NOK, incl. any required travel and logistical costs.
