There are two (2) contracting authorities that are holding a joint contest for residual waste for energy recovery: Trondheim Renholdsverk AS and Fosen Renovasjon IKS. One contract will be signed per contracting authority.
The contracting authority would like to increase the degree of material recycling and is cooperating with several waste companies in central Norway on the development of a central post-sorting facility for residual waste in the region (SESAM). The goal is that the SESAM post-sorting facility will be ready in 2026/2027. The contract period is adapted to a possible start-up of this facility. The contract period will apply from 01.06.2023 - 31.05.2026, with a unilateral option for the contracting authority for an extension for 1+1 year. There is a 3 month notice clause in the option year. The tenderer will be continually updated on the process and start-up of the facility.

Kort beskrivelse:
The contracting authority would like to enter into a framework agreement for the reception and final treatment of residual waste to energy recovery. If a re-loading location is required, the transport to a final treatment plant must be stated in the proposed solution and price. The waste is delivered by the contracting authority to the tenderer’s suitable designated location. The stated place, reception, or re-loading facility must be maximum 15 km in a radius from the estimated central point of Trondheim, Lerkendal Stadion (Klæbuveien 125).

The waste subject to treatment is residual waste with a quality that is normal for waste from households and holiday cabins. The waste mainly includes residual waste after being source sorted and collected in bins, containers, and waste suction from the households. The following fractions are currently source sorted; residual waste, paper/cardboard/cartons, glass and metal packaging, hazardous waste, and plastic packaging. Furthermore, food waste and the collection scheme for glass and metal packaging will be rolled out at all subscribers in Trondheim Municipality. Fosen Renovasjon IKS already has this sorting in place.

Qualification requirements
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation Requirement
Norwegian companies: Company registration certificate
Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
The certificate must not be older than 12 months from the tender deadline.

Qualification requirements
Tenderers must have the financial capacity to carry out the assignment/contract. Tenderers are required to be credit worthy, have satisfactory liquidity and solidity, and a minimum score of A or equivalent.
Documentation Requirement
Credit assessment based on the most recent accounting figures. The credit rating must not be older than 3 months. The rating must be carried out by a credit rating company with licence to conduct this service.

Tenderers are required to have a quality assurance system.

Documentation of the quality assurance system.
An account of the tenderer´s existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer's quality assurance system, in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.

Tenderers are required to have an environmental management system.
Documentation of an environmental management system.
An account of the tenderer's existing routines and documentation that the requirement for an environment management system applicable for the assignment is covered. If this is described in the tenderer's environment management system, in accordance with ISO 14001, EMAS, Eco-Lighthouse or equivalent, documentation of this can be attached. If a tenderer does not have an environment management system, the tenderer must be willing to implement one within 6 months of the contract being signed. This must be documented in writing.

Tenderers must have experience from similar contracts

The references will only be contacted if required.

§ 25-2. Waiting period before the contract is signed.
(1) The contracting authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the contracting authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the contracting authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.

b. when the chosen tenderer is the only affected tenderer
