The tenderer's economic and financial capacity: 1. Tenderers shall have sufficient economic and financial capacity to. fulfil the contract. 2. Tenderers shall have an equity percentage of at least 10%. 3. The average annual turnover in the last three years shall as a minimum correspond to annual turnover for the contract. Documentation requirement: 1. The tenderer's annual financial statement, annual report and auditor's report for the last three years and recent information (quarterly accounts) that is of importance to the tenderer's fiscal numbers. 2. If relevant; A brief account of information about economic conditions or losses that are not documented elsewhere and which is required to be documented in accordance with Norwegian and/or international accounting standards. 3. If relevant; An overview of any recently executed, ongoing or pending tax or public reviews of the tenderer's activities. 4. An overview of any events of significance that has taken place after publication of the last revised annual accounts. If a tenderer has a justifiable reason for not submitting the documentation that the contracting authority has required, he can document his economic and financial capacity by presenting any other document of relevance to the company's fiscal figures/economy and which the contracting authority deems suitable. The organisational and legal position of the tenderer.: The tenderer shall be a legally established company. Tenderers shall not be a unit that is affected by the ban in § 8n of the Sanctions Regulations of Ukraine. Documentation requirement: Company Registration Certificate from the Register of Business Enterprises. Foreign tenderers shall instead submit an equivalent certificate as prescribed by the laws of the country where the tenderer is established. When submitting a tender, tenderers can consent to the contracting authority collecting documentation directly from the Norwegian Tax Administration and/or the Brønnøysund Register Centre. Tenderers do not need to enclose the documentation in addition when submitting the tender. If a tenderer does not want the contracting authority to obtain such documentation, the tenderer must enclose the necessary documentation when submitting a tender. Tenderers shall submit a completed self-declaration, see chapter E1, on the relation to applicable sanctions law. This also applies to sub-contractors that the contractor will use to be qualified in accordance with chapter B2. If requested by the builder, the tenderer shall also document who are real rights holders in the tenderer, companies in the tenderer's group or companies that the tenderer has controlling ownership or authority in, companies that the tenderer relies on, contractual partners and others in the supplier chain, as well as provide information on who is general manager, chairman and other senior employees at the supplier.

Teknisk og faglig kapasitet

Relevant experience: Tenderers shall have sufficient experience of a relevant nature and degree of difficulty from the following works: 1: The main disciplines included in the assignment are: Assembly and replacement of railings, type of concrete cast on site. 2: Sub-assignments of significant importance for the contract work: Traffic deviation. - Demolition of steel railings Documentation requirement: A list of up to 5 and not less than 3 contracts that the tenderer has carried out or carry out during the last five years calculated from the tender deadline. The list shall, cf. the form included in chapter E, include the following for each of the contracts: • Name of the recipient (contracting authority) • A description of the contractual works, including relevance in relation to the qualification requirement points 1 and 2. • What work was carried out by the tenderer and what work was carried out by sub-contractors (contractual partners). • Date of the delivery. • The contract ́s value. • The builder reserves the right to verify the information. The gender neutral preferred at the stated contracting authority shall, therefore, in chapter E2. point 5.1 with contact data (telephone number and email address) and a statement of the person ́s role at the contracting authority during the contract.

The builder's experiences: Vestland County and other builders' experiences with the tenderer will be appraised. Tenderers are required to show references to relevant contracts that they themselves have carried out in a satisfactory manner. Conditions that will be assessed are related to i.a. A.: • documentation of completed quality. • fulfilment of contracts • compliance with provisions and procedures for HSE • compliance with provisions for wages and working conditions. • keeping deadlines • follow-up in the claims period. • the use of apprentices Documentation requirement: The qualification requirement is to be documented through the list described above in point 2.4.1, as well as the attached form in chapter E2. point 5.1, which shall be filled and signed by builders who submit the certificate.

Implementation ability: 1. The contract is required to have sufficient manpower and that the tenderer has the capacity and ability to handle expected and unexpected contractual conditions. 2. Technical and professional competence and relevant experience is required of the key personnel who will be used for this assignment. Documentation requirement: 1. A description of the tenderer's average workforce and the number of employees in the management during the last three years. 2. A description of the manpower that the tenderer has at his disposal for fulfilment of the contract. 3. Organisation plan and description of the organisation for the contract. 4. CVs and job descriptions for key personnel, c.f. chapter C, including the following resources: -Manager - Site Manager - Quality management manager. - HSE manager - Engineering design manager

SHA system: Tenderers shall have a system that shows that they work proactively for safeguarding safety, health and the working environment (SHA), with relevance to equivalent work included in this competition. The system shall be subject to regular audits. Documentation requirement: 1. Description of the tenderer's system for safeguarding SHA. 2. Table of contents for the system. 3. Documentation of the audit in recent years with confirmation from the person/persons who have made the audit.

Accident frequency rate (H1-verdi): The tenderer and its key sub-suppliers ought to have an average H1 for the last three years lower than 15. If the H1-value is higher than 15, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value. If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants. The H1-value is defined as the number of work accidents with absence in relation to the hours work multiplied by 106. Documentation requirement: 1. Overview of the company ́s H1-value and central contractual partners in the last three years. 2. If the H1-value is higher than 15, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a separate account shall be enclosed with the enquiry as to whether improvement measures are implemented, and if so also documentation on the effectiveness of these measures.

Outer environment: Tenderers shall be certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for Environmental Management), or The Eco-Lighthouse Scheme, with relevance to equivalent transport projects. Documentation requirement: 1. Certificate issued by an independent body that documents that the tenderer is certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management) or The Environmental Lighthouse Scheme. The independent body must be accredited by Norwegian accreditation or equivalent bodies in other EEA countries. 2. If the tenderer does not have a certificate, the public procurement regulations § 16-7 (3) apply.

Quality assurance: The tenderer shall be certified in accordance with ISO 9001 (2015), of relevance for equivalent transport projects. Documentation requirement: 1. Certificate issued by an independent body that documents that the tenderer is certified in accordance with ISO 9001 (2015). The independent body must be accredited by Norwegian accreditation or equivalent bodies in other EEA countries. 2. If the tenderer does not have a certificate, the public procurement regulations § 16-7 (3) apply.
