The contracting authority intends to enter into parallel framework agreements with up to 3 tenderers, to the extent that the number of received tenders and qualified tenderers within the scope makes this possible. The Norwegian Defence Estates Agency reserves the right to cancell the competition if we only receive one qualified tender.

Hovedtrekk ved prosedyren:
The framework agreement is for machine contractor services, as mentioned in the main chapters from NS 3420. Limitations are set by the listed skilled workers and machines in the price form (Annex 5). None of the skilled worker types mentioned in the price form are sub-suppliers in the mark-up sense. Typical assignments that experience wise will make up the lion's share of the call-offs: Road maintenance, including planing, gravel and repairs of gravel roads, asphalt patching, edge turning, trench cleaning, dust binding and gutter repairs, cleaning of road shoulders. Trench excavation in connection with. Establishment, repair and maintenance of infrastructure (El, V/A, district heating installations, infiltration installations, signal) Shooting range maintenance*Vegetation clearing and other special assignments described in more detail in each individual caseOn some of the shooting ranges/blinder areas there will be a need for the use of pesticides to keep vegetation down. The tenderer must have the necessary capacity to carry out the contract, part I.: A description shall be made of how the contract shall be fulfilled. This shall also include information on the use of sub-contractors and other hired. The description shall also show the number of employees and categories of personnel who have the relevant competence to execute the contract. An overview shall be given of the company ́s employees, where there is a discipline and competence level (master certificate/certificate of apprenticeship/unskilled/apprentice). Tenderers shall account for their available machines, including any machines that shall be covered by sub-suppliers. The account stated; number and type of machines. We request to send this overview in excelsheet, see annex 5.2. EMPHASIS is put on the fact that CVs for employees should not be enclosed under the qualification requirement. See the separate documentation requirements in the award criteria. NB! A binding statement and a completed ESPD form in Mercell shall be submitted for each individual sub-supplier who shall be used for fulfilment of the contract in accordance with the requirements set for the delivery, cf. annex 7, points 1.2 and point 1.3. Deviations from this requirement can lead to a tenderer being rejected. See also chapter 5 in the invitation.

The tenderer shall have the tax and duty payments in order.: 'Tax and VAT certificate' (RF-1316). The certificate can be ordered via www.altinn.no. The certificate shall not be older than 6 months from the tender deadline. (only for Norwegian tenderers)

Tenderers shall have solid finances which means that the tenderer shall be credit worthy.: Credit rating of the tenderer, not older than 6 months calculated from the deadline for receipt of tenders. The credit rating shall include an assessment of the tenderer's payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. Tenderers shall not have a credit score lower than A. If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the parent company), an equivalent credit rating must be submitted for that company. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Tenderers are required to have a well-functioning quality assurance system.: Certification certificate for the relevant quality assurance standard, for example NS-EN ISO 9001. (Other certificates issued by bodies in other EEA states that comply with the community rules or relevant European or international standards on certification may also be presented. Or: Description of the tenderer's quality assurance system.

Tenderers are required to be/can be certified for environmental management.: Tenderers are required to be/can be certified for environmental management, in the form of EMAS, ISO 14001 or Miljøfyrtårn. Other certificates issued by EEA bodies can also be submitted, provided that the tenderer can document that these are equivalent to EMAS or ISO 14001. The same applies to documentation that shows that the different elements in an environmental management system are fulfilled; as an overview of environmental targets, the environmental organisation, education and concrete environmental measures as well as environmental reports. The certification requirement shall be fulfilled at the latest 12 months after the contract has been signed, so foremost this is not in place at the time of submission. Tenderers shall submit documentation to the contracting authority to fulfil the requirement.

Tenderers (as a company) shall have the necessary experience and competence with the execution of work of an equivalent size and complexity.: List of relevant portfolio of references carried out during the last five years, providing a brief description of the projects and their sizes. NB! When using sub-suppliers to collectively meet the requirement for all trade groups, a separate reference table must be supplemented for sub-suppliers, as well as espd filling in.

The tenderer must have the necessary capacity to carry out the contract, part I.: A description shall be made of how the contract shall be fulfilled. This shall also include information on the use of sub-contractors and other hired. The description shall also show the number of employees and categories of personnel who have the relevant competence to execute the contract. An overview shall be given of the company ́s employees, where there is a discipline and competence level (master certificate/certificate of apprenticeship/unskilled/apprentice). Tenderers shall account for their available machines, including any machines that shall be covered by sub-suppliers. The account stated; number and type of machines. We request to send this overview in excelsheet, see annex 5.2. EMPHASIS is put on the fact that CVs for employees should not be enclosed under the qualification requirement. See the separate documentation requirements in the award criteria. NB! A binding statement and a completed ESPD form in Mercell shall be submitted for each individual sub-supplier who shall be used for fulfilment of the contract in accordance with the requirements set for the delivery, cf. annex 7, points 1.2 and point 1.3. Deviations from this requirement can lead to a tenderer being rejected. See also chapter 5 in the invitation.

The tenderer shall have the necessary capacity to carry out the contract, part II.: Tenderers shall be able to document that they are qualified in accordance with the provisions given in or pursuant to the Planning and Building Act, to carry out measures within the following disciplines as "executing": • Type of initiative: "road and ground work" Development class: 2 or higher • Type of initiative: "Water supply and sewage installations". Development class: 2 or higher • Type of initiative: "Surveying and stating out measures" Development class: 2 or higher Or Documentation of this can be a referral to the central certification or confirmation that you will take on responsibility for measures in accordance with the Planning and Building Act. NB! Regarding the use of sub-suppliers/tenders from the supplier group, see chapter 5 in the invitation.
