The framework agreement includes machine contractor services, as listed in the main chapters from NS 3420. Limitations are determined by the listed skilled workers and machines in the price sheet (Annex 5). None of the disciplines named in the price form are sub-contractors in mark-up justified meaning.

The main area for the contract is the Western Region, Vestland district: Bergen, Bjørnafjorden (old Os Municipality), and Voss.

Assignments can also be required outside the mentioned areas in Vestland County, for example in Lærdal Municipality, Stad Municipality (old Eid Municipality), Kinn Municipality (old Florø and Vågsøy Municipalities).

Typical assignments that experience says will make up most of the call-offs are:

Road maintenance, including; grading, laying gravel and repairing gravel roads, asphalt repairs, cutting edges, clearing ditches, binding dust, gutter repairs, and maintenance of minor bridge construction.

Ditch excavation for the establishment, repair and development of infrastructure (electricity, water/sewage, district heating installations, infiltration installations, signal).

Firing range maintenance, including;

- Laying gravel and smoothing/levelling/ditching standing areas and track race

- Stiffening, replacing, and refilling anti-glare matter in the butt mounds. The butt mounds must have a gradient of minimum 30 degrees, i.e., that gradient must be 33-36 degrees after stiffening. The anti-glare matter in the price sheet must be suitable for this. Matter that has been replaced is defined as polluted and must be declared and disposed of at a certificate facility.

- Vegetation clearance and other special assignments as detailed in each case.

- Repairing terrain damage/driving damage/flood damage in the firing ranges.

- Clearing old infrastructure

Rock cleaning

General ground work for different measures

Manual and mechanical vegetation clearance.

Simple fence installations, including repairs and maintenance.

All matter supplied by the tenderer must not have any unwanted species, black listed species, or metals that exceed the limit value.

All polluted matter must be disposed of in a certified facility.

The services will also include other work that naturally falls under the scope of the contract.

Tenderers must be a legally registered company.

Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Tenderers must have their tax and duty payments in order.

Tax and VAT certificate (RF-1316). The certificate can be ordered via www.altinn.no. The certificate must not be more than 6 months from the tender deadline.

(only for Norwegian tenderers)

Tenderers must have sound finances, which means that the tenderer must be credit worthy.*

Minste nivå(er) av standarder:

Tenderer’s credit rating, not older than 6 months when calculated from the expiry of the application deadline. The credit rating must contain an assessment of the tenderer’s payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. Tenderers must not have a score lower than credit score A.

If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the controlling company), equivalent credit assessment for this company must be submitted. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Teknisk og faglig kapasitet:

1. Tenderers (as a company) must have the necessary experience and competence with execution of work of equivalent size and complexity.

2. Tenderers must have a well-functioning quality assurance system.

3. Tenderers must have the sufficient capacity to implement the contract, part I.

4. Tenderers must have the sufficient capacity to implement the contract, part II.

Minste nivå(er) av standarder:

1. A list of relevant reference projects in the previous five years. The references must contain a brief description of the projects and their sizes.

NOTE: If sub-suppliers are used to fulfil the requirements for all professions, a separate reference table must be completed for UE, as well as a completed ESPD.

2. Certificate of the relevant quality assurance standard, e.g., NS-EN ISO 9001.

(Other certificates issued by bodies in EEA countries that comply with the Community regulations or the relevant European or international certification standards can also be presented.)

Or:

A description of the tenderer's quality assurance system.

3. A description of how the tenderer intends to fulfil the contract. This must also include information on the use of sub-contractors and other hired labour.

The description must also include the of number of employees and categories over personnel with relevant competence to fulfil the contract. An overview of the company's employees must be provided. The overview must contain information on disciplines and competence levels (master certificate/skilled/unskilled/apprentice).

An overview must also be provided of:

A description of the total number of personnel the tenderer has at their disposal for fulfilment of the contract.

Tenderers must give an account of their available machinery, including any machinery that will be provided by sub-suppliers. The account must include the number and types of machines.

This overview is to be submitted in an excel tab.

Note that CVs are not to be attached to document fulfilment of the qualification requirement. See the separate requirement for documentation under the award criteria.

NOTE: A commitment statement and completed ESPD form must be submitted in Mercell for each sub-supplier that will be used to fulfil the contract, in accordance with the requirements set for the delivery, cf. annex 7, point 1.2 and point 1.3. Deviations from this requirement can lead to a tenderer being rejected. Otherwise see chapter 6.

4. Tenderers must be able to document qualification in accordance with the provisions given in or pursuant to the Planning and Building Act to carry out measures within the following professions as the 'executor':

Measure type: 'Roads and ground work'

Development class: 2 or higher

Measure type: 'Water supply and sewage installations'

Measure type: 'Surveying and staking out measures'

Documentation of central certification for the above-mentioned measures.

NOTE: If sub-suppliers are used/tenders are submitted from a supplier group, see chapter 6.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

5.1 StartBANK.

Tenderers must also be a member of StartBANK, and must present a copy of their registration certificate when submitting a tender, cf. Part II The Framework Agreement, chapter 11.3. Qualification requirements where the contracting authority can obtain documentation via StartBANK will not be requested.

5.2 Environment requirements

Tenderers are required to be certified, such as Eco-Lighthouse. The certification requirement must be fulfilled at the latest 12 months after the contract has been signed if this is not in place when the tender is submitted. Tenderers must send documentation to the contracting authority upon fulfilment of the requirement.
