The contracting authority would like offers for an examination that will provide knowledge on: how young people are prepared for active participation in society as adult citizens at the end of sixth form education, and whether there are systematic differences in young people's democratic competence and what conditions contribute to this.
The aim of the examination is to provide:
a) a picture of the status of young people's democratic competence;
b) identification of whether there are groups of young people who may have a need, and in which areas, for strengthened investment in training for democracy and citizenship, and
c) an indication of the scope and possible consequences of not all young people developing this competence, which is necessary for active participation in society.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.

Requirement:
Tenderers must have sufficient ability and experience to carry out the delivery.
Documentation:
A description of the tenderer´s three most relevant assignments in the last three years, together with information about the contracts values, dates of deliveries or executions and names of recipients.
Relevant assignments means assignments that include the measurement of knowledge, skills and attitudes, assignments in the field of education. Tenderers are responsible for ensuring that the description is of such a nature that it verifies that the requirement has been met.

A description of the tenderer's average annual workforce and the number of employees in management during the last three years.
Tenderers must have sufficient competence to carry out the delivery.
An overview must be presented of the educational and professional qualifications for employees with relevant knowledge and experience for the procurement. Relevant knowledge and experience means experience from equivalent fields and research methods, and with the complexity and scope as requested in this tender documentation, cf. also the assignment description in Annex 1.
