Call-offs on the framework agreement At the time of this announcement, it is uncertain what the estimated value will be for the procurement. Meanwhile, it is likely that there will be a need for at least 10 observation rooms per hospital trust [HF] within the Eastern Norway Regional Health Authority [Helse Sør-Øst] on average when the service is established. However, it is estimated that the maximum call-offs on the framework agreement will be 20 observation rooms per hospital trust [HF] within the Eastern Norway Regional Health Authority [Helse Sør-Øst].

Kort beskrivelse:
The observation room is a physical room that is specially adapted for video/sound and recording for investigating and treating children and youths with psychiatric disorders. Interactions with patients are the main focus, so it is critical that all technical equipment functions optimally so that healthcare personnel can analyse patients' reactions and conversations after outpatient clinic appointments in order to facilitate further treatment.

The recordings are an important part of cross-discipline interactions with other sections internally at the health trusts as well as externally with cooperative partners such as nurseries and schools. There are currently many such rooms throughout HSØ that are managed by the health trusts, and the number of rooms will be expanded in the near future.

The project has three important goals to achieve in terms of the new observation room system:

secure compliance with GDPR
streamlining of the clinic's work processes

Beskrivelse av opsjoner:
The framework agreement can be extended for one year at a time for up to two years so that the total duration of the contract is 4 years, including the original duration of two years

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Norwegian companies: Company registration certificate
Foreign companies: Verification that the tenderer is registered in a professional register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial solidity to fulfil the contract obligations.
The tenderer shall be credit worthy without extra guarantee.
This involves:
- Nordic tenderers must have minimum score 'A' (soliditet.no)
- International tenderers (outside the Nordic countries) must have minimum score 2 in the risk indicator (D&B)

Documentation Requirement
The contracting authority will obtain a rating report from Bisnode Credit AS or D&B. The contracting authority will verify that tenderers have profitable operation and positive equity.
If necessary, the contracting authority will request the tenderer's annual financial statements based on the two previous available years:
- The annual financial statements submitted for the last two years with notes including the auditor's statements.
If a tenderer has valid reasons for being unable to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with another document, including for example a parent company guarantee, bank guarantee, etc.

Teknisk og faglig kapasitet:
The tenderer must have sufficient ability and capacity to carry out the agreement.
The contracting authority will assess the tenderer's deliveries and the degree of comparability with the contracting authority's needs.
Minste nivå(er) av standarder:
The contracting authority will consider the tenderer’s experience with deliveries of the products included in the contract. Documentation requirements:
Tenderers must submit an overview of the 3 most important relevant deliveries that the tenderer has carried out during the last three years, together with information on the contract values, delivery dates or execution and name of the recipients.
A description of the the personnel and technical units that the tenderer has at his disposal for fulfilment of the contract. Information about professional qualifications such as certifications etc. of relevance to the described need.
A description of the proportion of the contract and what portions of the contract can be assigned to sub-contractors.
