The contracting authority would like to use the procurement to enter into an agreement with one or several tenderers.
The aim of the contract is to cover the contracting authority ́s need for winter maintenance on municipal roads, foot and cycle paths, car parks and areas connected to municipal buildings in Ålesund municipality.
Winter maintenance mainly includes snow clearing and gritting, but other works such as snow and ice clearing can also occur. The list is not exhaustive.
There is a stand-by period for winter maintenance services.
The procurement is divided into 5 lots:
Lot 47 Inner lorry road
Lot 60 Tennfjord-Eidsvik
Lot 67 Grytastranda-Hamnsund
Lot 79 (New area) Harøya parking
Area 80 (New area) Fjørtoft
The tenderer will be a part of the contracting authority ́s total winter operations and must reckon on cooperation with internal and external crews for winter maintenance services.
The stated values are difficult to calculate per agreement and are therefore given as a maximum estimated value for all the contracts in total, and the total value is also challenging to calculate as it depends on weather conditions.

The contracting authority reserves the unilateral right to extend the individual contract for one (1) year from the original contract completion date (see the "contract period") for routes 60 (Tennfjord-Eidsvik ), 67 (Grytastranda-Hamnsund) and 80 (Fjortoft).
This is a mandatory option that the tenderer offers by submitting tenders to the competition. If the option is triggered, the same prices and terms will apply as in this contract. The tentative stand-by period in the option period is from week 42 up to and including week 16 (subject to minor changes).
The customer alone decides whether or not the option shall be taken up and the option can be triggered individually for each area. The contracting authority must notify the tenderer of triggering the option, at the latest 31 May 2024.

Tenderers shall state their registration number for both main vehicles and spare vehicles, or a copy of a guarantee contract in the tender offer.
The snow clearing cutter shall be suitable for the area (see the map attachment in order to assess suitability).
The vehicle shall be adapted to the needs of the route and it shall be able to carry out on all roads without inflicting damage on roads, road equipment or third parties. The vehicle shall also be shod to carry out all stretches of the route.
Tenderers shall offer a vehicle environment classification with a minimum euro class VI/6 and with a minimum of 450 HC.
Zero emission technology shall be used when the technology warrants this when replacing a lorry. If there is no functioning market that delivers zero emission technology, the truck shall be of the latest Euro class.
Tenderers shall offer equipment that can be snow clearing and gritting at the same time.
The lorry shall have a salt/sand spreader for dry matter with a minimum volume of 2000 L and a front mounted snow clearing blade.
The stated values are difficult to calculate per agreement and are therefore given as a maximum estimated value for all the contracts in total, and the total value is also challenging to calculate as it depends on weather conditions.

Documentation requirement:
Norwegian tenderers:
After the tender submission, tenderers must give consent for TendSign collecting and the contracting authority receiving information about this via TendSign. After submitting their tender offer in TendSign, the tenderer will receive a request from Altinn for consent to share tax information. The consent is valid at the organisation level and it is valid for 3 (three) months.
If a tenderer does not agree to this, the tenderer must submit a tax and VAT certificate. The certificate shall not be older than 6 (six) months from the tender deadline.
Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)
Foreign tenderers: Tenderers who are not established in Norway shall submit equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but Swedish, Danish and English are also accepted.
Requirements:
The financial capacity to fulfil the contract is required. The tenderer is required, as a minimum, to be credit worthy, B in accordance with Bisnode AS with the service CreditPro, or have the financial capacity to fulfil the contract based on the contracting authority ́s discretion in accordance with the attached documentation from the tenderer.
Newly established companies: Newly established companies must have the economic capacity to execute the contract.
Documentation requirement:
The contracting authority will assess the tenderer's finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.
The contracting authority will not accept credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro due to equal treatment of the tenderers.
Tenderers can enclose other necessary information in the tender if they believe that Bisnode/CreditPro does not provide a correct picture of the financial situation.
Tenderers that the contracting authority cannot find on CreditPro (or Dun & Bradstreet Credit for suppliers outside of the Nordic countries), for example, newly established tenderers who have not built up a basis for credit appraisal, must enclose a declaration/guarantee from the parent company/owner/bank or similar financing institutions regarding the company's financial and economic position.
