Kort beskrivelse:

14 slush landslide nets are to be established in heights varying from 4 m to 8 m above the ground with approx. 1 m opening under the nets. The breadth of the nets varies from 19 m to 35 m. A part of the procurement is incorporated as an option due to an unresolved budget situation. The total value is estimated to be up to NOK 85 million. Parts of the procurement can be included as an option if they exceed the annual available budget. NOK. As part of the assignment, a smaller embankment will also be built along road 217 as well as raising the existing embankments on the Haugen side. The establishment of a site/service road past Funken Lodge on Haugen is also included in the assignment. The start-up of site work can normally be expected in June, depending on, amongst other things, winter conditions and what type of work is to be done. The final deadline for the work is 31.10.2024 regardless of whether the option is taken up.

Company registration certificate

Qualification Requirement:

- Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirement:

- Norwegian tenderers: VAT certificate, not older than six months from the deadline for receipt of tenders.

- Foreign companies must present confirmation that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

3.3.2 Tax certificate

Qualification Requirement:

- Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).

Documentation requirement:

- Tax and VAT certificate, not older than 6 months from the tender deadline. (To be issued by the tax collector in the tenderer’s county).

- Tax certificate for each sub-supplier that will carry out work under the contract for more than NOK 500,000 excluding VAT, cf. PPR § 7-2, third paragraph.

- Foreign tenderers: All foreign tenderers with business addresses in other EEA countries must present a VAT and tax certificate equivalent to Norwegian companies. If the tenderer´s home country does not issue such certificates, they can be replaced by a declaration from a legal or administration authority in the home country or the current country of residence. A Norwegian translation of all such certificates and/or declarations shall be enclosed.

3.4.1 Annual accounts

Qualification requirement 1:

- Tenderers must have sufficient economic and financial capacity to execute the contract.

- The final annual accounts with the auditor's report and annual report for the last two years use be submitted together with the tender.

3.4.2 Security

Qualification requirement 2:

- Tenderers must be able to provide security for 10% of the contract sum cf. NS 8405 point 9.

- Unreserved confirmation from a bank or guarantee institution that a guarantee will be provided if the tenderer is awarded the assignment.

Relevant experience

Qualification Requirement:

Tenderers must have sufficient and relevant experience and competence for the assignment.

If a tenderer does not have sufficient competence on its own, the tenderer can rely on other companies' competence to fulfil the qualification requirements, see point 3.6.

Documentation requirement:

- Tenderers must present up to five, and no less than two projects/contracts that the tenderer has carried out or is carrying out in the last five years, calculated from the tender deadline. Documentation of the reference projects must be added to annex A1_Annex template reference project.

The projects/contracts must be within the following areas:

- Construction of supportive retaining wall / catch fences / or similar for protection against landslides. This concerns the assembly of a superstructure on foundations in difficult terrain such as in mountain areas. This concerns all types of net retainers, such as rock fall fences, snow nets, etc.

- Foundations and drilling holes, assembly, and plastering anchors for retainers against avalanches, rock fall, etc., and includes processes in difficult terrain such as mountain areas. Concerns anchoring in uncompacted matter and on rock.

- Ground work and the construction of retainers along rivers to guide water. This concerns both measures with uncompacted matter and stacking stones.

- Concrete and plastering work in cold climates where access and work is difficult due to the terrain and weather, such as in mountain areas.

- Staking out retainers in uneven terrain.

- Tenderers must also present a project that documents that the tenderer has experience with helicopter transport of concrete.

Right to accept responsibility

- Tenderers must fulfil the requirements that apply in order to be able to declare the right to accept responsibility in the development class that is required as regards the size and complexity within the functions that will seen to, cf. the requirements in the building regulations for Longyearbyen 2016 and the attached execution plan.

- If a tenderer does not have sufficient competence, this can be replaced by using a sub-supplier that has the necessary competence, also with regard to the declaration of the right to accept responsibility. The tenderer will be responsible for ensuring that the right competence is added and safeguarded in the contract.

- Tenderers must present documentation that substantiates that the tenderer fulfils the requirements to declare the right to accept responsibility in the development classes.

- If a tenderer does not have sufficient competence alone, the tenderer can rely on other companies' competence to fulfil the qualification requirements, see point 3.6.

Sufficient capacity.

Tenderers must have sufficient capacity to fulfil the contract obligations.

- A description of the tools, material and technical equipment that the tenderer has at its disposal for fulfilment of the contract. Tenderers must present documentation on how the tenderer has the machines, equipment, and helicopters available. An account must be given of where the helicopter will be, and whether the helicopter will also be used for other assignments in the same period.

- If a tenderer does not have sufficient capacity to carry out the assignment alone, a description must be delivered that shows which parts of the contract work will be carried out by sub-supplier(s).
