Norad is a knowledge-based organisation that attracts and recruits employees with a high level of education and competence. There will be a need for recruitment support in periods of lack of internal recruitment capacity, and recruitment related to IT competence.
The purpose of the framework agreements is for Norad to receive support for professional recruitment processes for advisers, specialists and section managers. The recruitment processes must be of good quality that maintains Norad's reputation as a serious employer and an attractive workplace. The recruitment processes must take place within the current regulations and routines for government employment. The aim is for Norad to recruit the best qualified candidates, based on the qualification principle in the state.

The tenderer shall submit a certificate of registration or register transcript (sole proprietorships) from the Central Coordinating Register of Legal Entities.
Tax certificates
Norwegian tenderers must submit a tax certificate for value-added tax, taxes and social contributions (Norwegian suppliers: form RF-1316). The tax certificates must not be older than six (6) months calculated from expiry of the closing date for submission of tenders.

Overseas tenderers must submit equivalent tax certificates from their own countries.

The company's most important relevant deliveries in the last 5 years, including their value, time and recipient. By relevant deliveries is meant recruitment services at similar governmental organizations. The customers must be named, and a contact person with the customer's contact details must be specified. Self-reference may also be considered.
