The contracting authority currently has an EA contract with Microsoft that expires on 30.06.2023. The EA contract also includes two enrolments with separate tenants. The contracting authority also has a SCE contract that expires on 30.06.2024. The contracting authority's current LSP contract expires on 30.06.2023.

The aim of the procurement is to establish a framework agreement with a tenderer in order to continue the existing system at the contracting authority for the products from Microsoft. Detailed information is in the tender documentation.

The contracting authority has the option to extend the contract on verbatim terms for 1 year + 1 year so that the total possible contract length is 4 years.

Beskrivelse av opsjoner:

Reservation is made regarding unforeseen events or major changes in the contracting authority's needs, which can result in an extended need than the probable estimate for the products that is stated above. This extended need could increase the contract value up to an estimated value of NOK 100 million excluding VAT. The maximum value will then be NOK 700 million.

Qualification Requirement:

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

• Norwegian tenderers: Company registration certificate

• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.

Qualification Requirement:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

- A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

Teknisk og faglig kapasitet:

1. Qualification requirement:

Tenderers must have experience from comparable assignments.

Comparable contracts means assignments of the same nature, scope and complexity.

2. Qualification requirement:

Tenderers must have the capacity to fulfil the contract during the entire contract period.

3. Qualification requirement:

Tenderers must have a good and well-functioning quality assurance and management system for the provided services

4. Qualification requirement:

Tenderers must have implemented a management system for information security.

Minste nivå(er) av standarder:

1. Documentation requirement:

A description of the tenderer's up to 3 most relevant/comparable assignments. It is preferable if the deliveries have taken place in the last three years, but relevant deliveries or services that a supplier carried out more than three years ago will also be taken into consideration.

The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.

2. Documentation requirement:

A description of the tenderer's average annual workforce and the number of employees in management during the last three years.

3. Documentation requirement:

Tenderers must submit documentation of the quality assurance system and management system. The following documentation will be accepted:

If the tenderer is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate

A description of the tenderer's quality system and how this is implemented in the business, and a brief description of the processes and methods relevant to safeguard the quality of deliveries under the contract.

4. Documentation requirement:

Tenderers must submit documentation for their in-house information security management system. The following documentation will be accepted:

• Valid attestation/certificates issued by independent bodies (e.g. ISO 27001, ISO27002 or equivalent), or

• A description of the tenderer´s in-house environmental management system. The description must as a minimum include methods the tenderer uses to work actively and systematically with information security systems for protecting confidential information and customer data.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

The contractual relationship will be regulated by SSA-R with appendices, see annex 3 for further information.

The contract with annexes is part of the tender documentation, and it is the tenderer's obligation to understand all the terms in the contract. All the terms in the contract with annexes will be considered to be accepted by the tenderer, unless specific reservations are expressed, cf. point 3.6.

The contracting authority will select which tenderers will be invited to participate further in the procurement based on the tenderers' fulfilment of the qualification requirements. The selection will be based on the interested tenderers' fulfilment of the selection criteria in point 6.2.4. Provided that a sufficient number of tenderers qualify, a minimum of 3 and a maximum of 5 tenderers will be invited to participate further, and it is only these tenderers that will have the right to submit a tender in the contest.
