The procurement concerns a main contract for infrastructure for Flatholmen port area in Ålesund.
The Port Authority has entered into a rent contract with a tenderer that will receive, handle, and store all types of goods. This includes, amongst other things, a lot of container handling services. The lessee is to construct a building of approx. 12,000m2, and the accompanying outside area. Tenders are now wanted for this outside area.
The outside area can be roughly split into 3 different parts, of which the eastern part is where containers will be connected to electricity for cooling. It is also in this area where there are the most installations in the ground. Further west we have another area with little installations in the ground. This is an area for storing empty containers. The latter area is not part of the container area, but will be exclusively used for parking and access to the administration part of the building in the area.
The project will be implemented as a main contract in accordance with NS 8406.

A tax and VAT certificate is required.

Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions.

A certified credit assessment is required:

The economic capacity to fulfil the contract is required, both for the main tenderer and sub-suppliers.

Minste nivå(er) av standarder:

A tax and VAT certificate is required.

Tenderers must give their consent to the contracting authority being able to obtain tax information, possibly to presenting a tax and VAT certificate. The certificate must not be more than 6 months old from the tender deadline.

A certified credit assessment is required:

As a minimum, the listed tenderers must be credit worthy A in accordance with

Bisnode AS with the service CreditPro, or have the economic capacity to fulfil the contract based

on the contracting authority's judgement in accordance with the attached documentation from the tenderers.

Teknisk og faglig kapasitet:

Quality management system requirements.

Tenderers must have a quality assurance system that is suitable for the delivery and the risk involved.

Experience nad competence requirements:

Tenderers must have relevant experience that has a transferable value to the actual project. Key personnel included in the project management for the project must also have satisfactory and relevant competence.

Central certification or equivalent requirement:

Documentation must be presented of central certification or equivalent.

Minste nivå(er) av standarder:

Quality management system requirements.

Tenderers must provide a description of the their routines and measures for quality assurance (maximum 1 A4 page,

Table of Contents will not be accepted). If a tenderer is certified in accordance with ISO 9001, or equivalent quality assurance certification, and this is described in the certification, it is sufficient to provide a copy of a valid certificate. Tenderers must state where in the certification the requirement is met.

Experience and competence requirements:

Tenderers must have experience from a main contract for infrastructure projects with a similar degree of complexity. Relevant competence for key personnel means that, as a minimum, the project manager has participated in infrastructure projects with a transferable value, either as a project manager or as participants in the project group.

Central certification or equivalent requirement:

The main contractor or executing sub-contractors are required to have development class 2 or equivalent for the relevant discipline for executing ground and concrete work.
