The contract will be in force from when it is signed, but not earlier than 01.04.2023 if

the contract is signed before this date. The contract will be valid for 2 years from the start of the contract, with an option for the

contracting authority to extend the contract for 1+1 year.

Tax and VAT:

For Norwegian tenderers:

Following tender submission, the tenderer must give consent for Tendsign to obtain and for the contracting authority to receive information about the above via Tendsign. After tenderers have submitted their tenders in TendSign, they will receive a request from Altinn for consent to share the tax information. The consent is valid on an organisation level and is valid for 3 (three) months.

If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The certificate must not be older than 6 (six) months from the tender deadline.

Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate itself and immediately receive it by email.)

Foreign tenderers: Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Credit Rating:

The contracting authority will carry out an appraisal of the tenderer's finances through CreditPro. Tenderers can attach other necessary information if the tenderer believes that

CreditPro does not provide a correct picture of the economic situation. The CreditPro service includes all Nordic countries. The contracting authority is not accepting credit ratings from other company and accounting information systems than CreditPro so that the Tenderers can be assessed on equal terms. However, for foreign tenderers outside the Nordic region, the contracting authority will use and accept a credit rating through Dun & Bradstreet Credit (via DNB, https://credit.dnb.com/). Tenderers that the contracting authority cannot find on CreditPro (or Dun & Bradstreet Credit for

tenderers outside Scandinavia), for example newly established tenderers that have not developed a basis for a credit rating, must attach a declaration/guarantee from a parent company/owner/bank.

Tax and VAT:

Requirements: Tenderers must have their tax, payroll tax and

VAT payments in order in accordance with the legal provisions and tenderers must not have significant arrears.

Credit Rating:

Tenderers must have the financial capacity to carry out the agreement.

Tenderers are required to be credit worthy, minimum A in accordance with the company and

account information system Bisnode AS (www.soliditet.no/creditcontrol) with the service

CreditPro (hereafter called CreditPro), or have the economic capacity to fulfil the contract based on

the contracting authority's judgement.

Teknisk og faglig kapasitet:

Quality management system:

A system certificate issued by an accredited certification body must be attached.

Accreditation:

Certified accreditation papers. Analyses that are not accredited must be documented with data from

internal quality management.

Experience:

A reference list with a minimum of two references must be attached, showing that the qualification requirement is

met. For each reference assignment, information must be provided about the assignment (what

analysis services were included in the contract) and scope, value, date, duration, contracting authority,

contact person at the contracting authority with email address and telephone number.

A good and well-functioning quality assurance system is required for the services that shall be provided.

Accreditation:

The service provider shall be accredited in accordance with NS-EN ISO/IEC 17025. All analysis services that

require accreditation in accordance with the current regulations (parameters and quantifying limit) must be included in

the accreditation.

Experience:

The tenderer, or employees at the tenderer are required to have experience from equivalent assignments.

Equivalent assignments means analysis services of the same scope.
