Drammen Municipality is looking for a partner that, in addition not being good in operations, is a skilled service integrator and has service as a core value. In addition, the new partner must be a development partner, i.e., able to assist with experts and project competence for supporting new project needs.
The municipality is establishing a virtual computer room in Microsoft Azure, and trade systems are being migrated from local computer rooms to SaaS/ASP and to the newly established computer room in Azure. The aim is to complete this process by the end fo 2023, in cooperation with the new provider. The municipality will have ownership in the virtual computer room in Azure and will run this in a start-up phase.
We are looking for a partner to see to the operation of, amongst other things:
- The computer room in Azure
- Local network
- Clients
- The remaining local server installations
The municipality has 7000 internal users, 11,000 school pupils.
The municipality will own all the equipment connected to the network, clients, and any local servers.

The municipality's most important goals of the procurement are:

- High quality ICT services that are robust

- The municipality provides services with little vulnerability and a low risk of exposure

- The municipality has efficient routines for operations and trade system management

- The municipality has modern, cost efficient, and scaleable systems that are suitable for the need

- The municipality establishes quick and cost efficient new systems and solutions

The tenderer as an operation and strategic partner

Digital transformation and cloud services and share data are relatively new in both Drammen Municipality and other municipalities. A collaboration partner is need if the municipality is to reach its ambitions as described in the plan. In addition to ensuring secure and stable operation, the tenderer must contribute with strategic advice and raising competence.

The municipality procures mastering and safety technology from Tellu as a service. Through this collaboration the municipality has learnt the importance of working closely with the provider in order to get the correct service at the correct level, so that gains can be realised.

Drammen Municipality needs both a traditional operations partner that ensures stable, predictable, and secure operation, as well as a partner that can give good advice as regards strategic technology choices.

National joint systems

An operations and development partner must be familiar with both the national and local visions for digitalisation in the municipality sector. National joint components/systems, such as the Fiks platform that is managed by the Norwegian Association of Local & Regional Authorities, and Norsk helsenett, are important components in the municipality's architecture.

Smart City.

Sharing data can contribute to more efficient services, new value creation for businesses, and a greener development for society. The municipality must examine the feasibility of the data that the municipality owns, as well as the development potential of the trade systems in order to realise the vision of sharing data. The municipality has tested the national guidelines 'Order at Home', and has uncovered a large need for competence within. both data management and data sharing.

The municipality has built competence in the IoT through the 'remotely read water meter' project. The project has built the entire value chain from sensor to data platform together with external partners, so that the municipality now has an infrastructure for the IoT. The project mainly uses functionality in Azure. The development of future IoT projects is important for meeting expectations of being able to have more data driven work.
