Preliminary project concerning undesired influence in connection with Norwegian elections 2023–2025

Municipal and county elections will be held in September 2023, and parliamentary and Sami parliamentary elections will be held in September 2025. The Municipality and District Department believes it is necessary to be prepared and have a preparedness plan in case actors are inclined to carry out operations to influence these elections. As a part of this work, the department would like to carry out a survey of activity that may be connected to the elections in the 2023–2025 period, including the years between elections.
The department would like to have an external survey and analysis carried out on whether there have been targeted attempts from foreign actors to influence information that can be connected to the elections in 2023 and 2025. The project period begins when the contract is signed in 2023 and expires in 2025. The department would also like the investigation to evaluate the extent of disinformation and fake news in the Norwegian media.

The department would like the survey to take place continually throughout the project period as well as during the years between elections. The assignment will contribute to increased insight and understanding of the role of foreign actors and the need for preparedness measures directed against these actors. The department would also like the investigation to evaluate the extent of disinformation and fake news in the Norwegian media.

Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.

Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT.
