An ordinary asylum centre intends to contribute to residents being able to take care of their own life situation during their reception, as well as prepare them for a return trip to their home country or settlement in Norway. Residents in ordinary reception centres are single, unaccompanied minors with companions, couples and families. Adapted departments are residential offers for persons who have a need beyond what an ordinary reception can handle. The procurement shall ensure UDI access to 150 ordinary places (ORD) and 20 places in the adapted department (TA). The reception (both departments) shall be within 1 hour travel route from either Haukeland (Bergen) or Stavanger University Hospital. Hå municipality is exempted from the notice area.

Financial key figures: For financial key figures stated in the notice or in the procurement documents, the tenderer declares that the actual value(s) of the requested key figures are as follows: Minimum qualification requirements Tenderers shall have their tax, payroll tax and VAT payments in order. Tax certificates not older than six months calculated from the tender deadline. Tax certificate means: Norwegian tenderers: A tax and VAT certificate issued by the tax office via Altinn. Foreign tenderers: Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Other economic and financial requirements: Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that: Minimum qualification requirements Tenderers shall have sufficient economic and financial capacity to fulfil the contract throughout the entire contract period. Tenderers must reckon on up to 2 months operational time before the first payment of fixed payments and/or refunds for the tenderer ́s outlay. The rating equivalent to "good credit worthiness" or equivalent from a certified credit rating company is deemed sufficient to meet the requirement. The credit rating shall not be older than six months, calculated from the tender deadline. The contracting authority reserves the right, however, to obtain further information in order to highlight the current financial situation in the company, e.g. annual accounts and annual reports, quarterly reports, etc.   If the Tenderer has valid reasons for not submitting the documentation requested by the Contracting Authority, the Tenderer can prove his economic and financial position with other documentation that the Contracting Authority deems suitable.  Municipal tenderers are exempt from this qualification requirement.
