Financial implementation ability: Tenderers shall have good economic and financial capacity to carry out the contract and shall fulfil the following requirements:
• The tenderer's equity shall be positive.
• The tenderer's annual average turnover for the last three years shall be
at least NOK 20 million. per annum.
Documentation requirement:
1. The tenderer's Annual Financial Statements, Annual Report and Auditor's Report for the last three years and
recent information (quarterly accounts) that are significant for the tenderer's
accounting figures. The form in chapter E2 point 4 shall be completed.
2. If relevant; a brief account of information on financial
conditions or losses which are not documented elsewhere and which require documentation in
accordance with Norwegian and/or international accounting standards.
3. If relevant; an overview of any recently executed, ongoing or pending tax or public reviews of the tenderer's activities.
If the tenderer has a justifiable reason for not submitting the documentation
the contracting authority has demanded, he can document his economic and financial capacity by presenting any other document that is of relevance to the company's fiscal figures/finances and which the contracting authority deems suitable. Tenderers shall justify why they cannot submit the documentation that the contracting authority has required.

Tax Certificate: Tenderers shall present a tax and VAT certificate issued by a competent body in the tenderer's home country or the country where the tenderer is established, demonstrating that the tenderer has fulfilled his tax, duty and social security obligations prior to any contract signing. Norwegian tenderers shall submit a tax certificate. The certificate must not be more than six months old. Contracting authorities must be aware that if a tenderer is chosen at the conclusion of the competition, the contracting authority will request that equivalent tax and VAT certificates are presented to any sub-contractors who will carry out the contract work for more than NOK 500,000 excluding VAT, cf. the procurement regulations § 7-2 third paragraph.

Newly established tenderers: A tenderer who is recently established and cannot, due to this, submit all the documentation required below, must be particularly careful to document and substantiate that they still have the prerequisites required to fulfil the contract. It is particularly important that such tenderers can document a sufficiently large workforce for the execution of the contract, including professional and technical competence. Newly established tenderers emphasise that it is the tenderer's ability as such to carry out the contract that is assessed, not individual persons ́ competence in isolation. If a newly established tenderer has experience from contracts, the most relevant contracts from which the tenderer has experience must be completed in accordance with the documentation requirements. This is even if the contracts are of such a nature that they do not fulfil the specified requirements.

Suppliers' community: If several participants participate in the competition jointly, the tenderers in the community must ensure the necessary documentation that the qualification requirements are met. It is the community as such that will be considered. Documentation proving that the tenderer can use the necessary resources for the companies that they will use by presenting a commitment statement from these entities. Completed annex that shows that the supporting company has the technical and professional competence that the tenderer shall rely on. 2.
