The agreement period is up to four years.

The office premises in Stavanger are located in Nykirkebakken 2 / Verksgaten 1, the second, third, fourth and fifth floors. The office premises mainly consist of office landscape and meeting rooms. The total area is approx. 4,424 m2 The agreement shall start-up Monday 3 July 2023.

Egnethet til å utøve yrkesvirksomheten:
The tenderer must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Norwegian tenderers:
- Updated Company Registration Certificate. DFØ will obtain the relevant information itself from the company register.
Foreign tenderers:
- Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
The tenderer shall be an approved cleaning agency.
The tenderer shall enclose a certificate from the Norwegian Labour Inspection Authority or documentation that an application has been sent for processing to the Norwegian Labour Inspection Authority.
Økonomisk og finansiell stilling:
The tenderer must have sufficient economic and financial capacity to be able to implement the contract. The tenderer shall enclose a credit rating. The credit report must be based on the last known accounting figures. The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers).

Teknisk og faglig kapasitet:
The tenderer must have good experience from comparable assignments.
An overview of the tenderer's up to three most relevant assignments in the last three years. The tenderer must complete the reference form.
DFØ reserves the right to contact the listed references.
The tenderer must present documentation showing knowledge of NS-INSTA 800.
Documented knowledge of NS-INSTA 800. Tenderers who are certified in the ISO 9000 series and/or the ISO 14000 series, shall present documentation thereof to substantiate their qualifications. Tenderers who are approved by Ren Utvikling and/or by HSH are asked to present documentation thereof.

The tenderer must have a good and well-functioning quality assurance system for the provided services.
A description of the tenderer´s quality assurance system/management system, which is relevant for the implementation of the contract. If a tenderer is certified, this shall be documented by a copy of a certificate issued by an accredited certification body or equivalent.

The tenderermust have systems and procedures that ensure a low environmental impact when providing the services. The environmental management system must, amongst other things, ensure continual improvements of the organisation's competence in the environment and safety, and the service's influence on the climate.

The tenderer can document the requirement by presenting relevant environmental certificates, such as EMAS or ISO 14001 or equivalent, or by giving a description of internal system and routines for environmental policy, environmental management system, training of employees in environmentally friendly cleaning procedures, etc.
