Statsbygg
Statsbygg would like to qualify participants who can be interested in submitting a tender for a framework agreement for a framework agreement for the procurement of AV and meeting room equipment with accompanying services.
A framework agreement will be signed with one tenderer that will cover the contracting authority's need for the procurement of AV and meeting room equipment, as well as accompanying services, for the establishment of meeting rooms and other rooms for gatherings for the construction of the new government quarter construction stage 1 (BT1), with the equivalent for construction stage 2 (BT2).
The Departementenes Sikkerhets- og Serviceorganisasjon (DSS) and the joint ministries (see point 1.1.3 below), will have an option to join the framework agreement for supplementary procurements and upgrades of existing meeting rooms:
- In existing buildings and other areas,
- as well as in the new government quarter when it is moved into and taken into use.
The framework agreement will be valid for 2 years with an option for a further 1+1+1+1+1 year, maximum up to 7 years in total, from autumn 2023 to autumn 2030.

Statsbygg will be the contract owner of the framework agreement for the procurement of AV and meeting room equipment with accompanying services. Departementenes sikkerhets- og serviceorganisasjon (DSS) and all the ministries, as they are divided up and named at any one time, will be able to procure equipment and services on the same terms as Statsbygg. Any new administrative body that takes over all or parts of DSS' assignments within this sector (cf. 1.1.5), must be able to take over DSS' rights and functions as regards the framework agreement.
Statsbygg will be the contract owner when the framework agreement is signed. However it is likely that the framework agreement can be transferred to DSS or a new administrative body (mentioned in point 1.1.5) during the contract period. The framework agreement will be transferred to the body that is responsible for the operation, management, and maintenance of AV and meeting room equipment.
DSS is currently responsible for delivering a secure and reliable ICT platform and securing user friendly services and systems for its customers. This includes AV and meeting room equipment as well as accompanying services.
DSS currently delivers total digital services to 13 ministries on a joint ICT platform:
- The Ministry of Labour and Social Inclusion
- The Ministry of Children and Families
- The Ministry of Finance
- The Ministry of Health and Care Services
- The Ministry of Local Government and Regional Development
- The Ministry of Culture
- The Ministry of Education and Research
- The Ministry of Agriculture and Food
- The Ministry of Climate and Environment
- The Ministry of Trade, Industry and Fisheries
- The Ministry of Petroleum and Energy
- The Ministry of Transport
- The Ministry of Foreign Affairs
Together with DSS, these have approx. 3,700 users. The total number of users in the joint ministries, which in time can receive more comprehensive digital services from DSS or a new administrative body, will be approx. 6,000 users.
In addition to the above-mentioned ministries, the following entities in the joint ministries will have an option to join all or parts of the framework agreement at any time in the contract period or the period of triggered options, on the same terms as Statsbygg, DSS, and the 13 ministries mentioned first in this point:
- The Office of The Prime Minister
- The Ministry of Defence
- The Ministry of Justice and Public Security
- The Ministry of Foreign Affairs including foreign service missions
- NORAD
- The 22 July Centre
- The Attorney General
The framework agreement gives Statsbygg and the above-mentioned contracting authorities the right to procure Av and meeting room equipment and accompanying services that are covered by this framework agreement within the scope and duration of the framework agreement.
Statsbygg and the other contracting authorities are not obligated to procure any specific scope of goods and/or services in the contract period.
Note that weight can be put on deliveries older than 3/5 years.
Criteria/principles for selection:
The most qualified tenderers based on the qualification criteria technical and professional qualifications part 1 on 'sufficient experience from assignments with a comparable value' will be invited to submit tenders.
Documentation requirements:
Documentation requirements given in point 3.2 in the qualification documentation will form the basis for selection of tenderers.
A minimum of 3 tenderers will be invited to submit a tender, provided that there are a sufficient number of suitable tenderers.
The framework agreement will be valid for 2 years with an option for a further 1+1+1+1+1 year, maximum up to 7 years in total, from autumn 2023 to autumn 2030.

Organisational and legal conditions
Tenderers are required to be a legally established company.
- Norwegian tenderers: Company Registration Certificate
- Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Ability to handle security graded information.
Throughout the entire project execution phase, tenderers must have the ability to manage and store shield-worthy (security graded) information in the scope and the degree established for the contract work.
Central functions at the tenderer must be able to fulfil the requirements for Norwegian security clearance.
A signed and completed 'self-declaration on security', see Annex 4.
If information is available about the tenderers and/or their sub-contractors, that gives the contracting authority grounds to believe that the qualification requirement will not be fulfilled, this may result in the tender offer being rejected. In such a case further documentation can be requested from the tenderer and/or Statsbygg itself will obtain further information.

Tenderers must have satisfactory financial implementation ability. The size of the turnover, seen in relation to the contract value, can be emphasised.
Statsbygg will carry out a credit rating of the tenderer.
Tenderers must also submit:
- Auditor approved Annual Financial Statements for the last 3 years, alternatively StartBANK ID.
- A signed and completed self-declaration on economic and financial implementation ability, see annex 3.
Statsbygg retains the right to carry out a supplier audit of the tenderer.
Any supplier audit will take place in the form of the tenderer's permanent auditor being asked to carry out agreed agreed control procedures.
Tenderers are asked to provide information about their permanent auditor in their response.
Technical and professional qualifications, part 1.
Tenderers are required to have sufficient experience from assignments of comparable value.
Adescriptions of the tenderer’s three most relevant deliveries in the last ten years.
The description of up to approx. 2 A4 pages for each delivery must include:
- The project name
- The contracting authority´s name
- A detailed description of the assignment
- A detailed description of the tenderer's role/responsibility
- The contractual value
- The start-up date and completion date (year) / if not completed - where one is in the project.
- Whether the project was security graded and possibly covered by the object security regulations
Together the references must cover the breadth of the equipment groups and services included in this framework agreement, but each individual reference does not need to cover all the equipment groups and services. It is the tenderer´s responsibility to document relevance through the description. No more than 3 referenes are be submitted.

Professional, technical and organisational qualifications, part 2.
Tenderers are required to have the necessary professional and organisational qualifications to implement the assignment.
An overview is to be submitted of the tenderer’s business must be delivered in the form of an organisational chart, as well as an account of the company’s personnel resource in relation to capacity and competence in order to safeguard:
- Administration and management (including technical project management) for the different stages of the project.
- Apparatus for customer follow-up.
- Technical execution (including engineering design services, installation, configuration, and commissioning).
The account of personnel resources must take into account the requirement for Norwegian security clearance, cf. the qualification requirement above regarding the ‘ability to handle security graded information’.
Documentation must also be submitted on the tenderer's partner status at relevant manufacturers of AV and meeting room equipment.
