New government quarter project - K851 - framework agreement - media and broadcasting equipment with associated services

Statsbygg will be the contract owner of the framework agreement for the procurement of AV and meeting room equipment with accompanying services. Departementenes sikkerhets- og serviceorganisasjon (DSS) and all the ministries, as they are divided up and named at any one time, will be able to procure equipment and services on the same terms as Statsbygg. Any new administrative body that takes over all or parts of DSS' assignments within this sector (cf. 1.1.5), must be able to take over DSS' rights and functions as regards the framework agreement. Statsbygg will be the contract owner when the framework agreement is signed. However it is likely that the framework agreement can be transferred to DSS or a new administrative body (mentioned in point 1.1.5 in the qualification documentation) during the contract period. The framework agreement will be transferred to the body that is responsible for the operation, management, and maintenance of AV and meeting room equipment. DSS is currently responsible for delivering a secure and reliable ICT platform and securing user friendly services and systems for its customers. This includes AV and meeting room equipment as well as accompanying services. DSS currently provides digital services for 13 ministries on a joint ICT platrom: - The Ministry of Labour and Social Inclusion (AID) - The Ministry of Children and Families (BFD) - The Ministry of Finance (FIN) - The Ministry of Health and Care Services (HOD) - The Ministry of Local Government and Regional Development (KDD) - The Ministry of Culture and Equality (KUD) - The Ministry of Education and Research (KD) - The Ministry of Agriculture and Food (LMD) - The Ministry of Climate and Environment (KLD) - The Ministry of Trade, Industry and Fisheries (NFD) - The Ministry of Petroleum and Energy (OED) - The Ministry of Transport (SD) - The Ministry of Foreign Affairs (UD) Together with DSS, these have approx. 3,700 users. The total number of users in the joint ministries, which in time can receive more comprehensive digital services from DSS or a new administrative body, will be approx. 6,000 users. In addition to the above-mentioned ministries, the following entities in the joint ministries will have an option to join all or parts of the framework agreement at any time in the contract period or the period of triggered options, on the same terms as Statsbygg, DSS, and the 13 ministries mentioned first in this point: The Office of the Prime Minister (SMK) - The Ministry of Defence (FD) - The Ministry of Justice and Public Security (JD), The Ministry of Foreign Affairs (UD), including foreign stations - NORAD - the 22 July Centre - The Office of the Attorney General Government Post. The framework agreement gives Statsbygg and the above-mentioned contracting authorities the right to procure Av and meeting room equipment and accompanying services that are covered by this framework agreement within the scope and duration of the framework agreement. Statsbygg and the other contracting authorities are not obligated to procure any specific scope of goods and/or services in the contract period. Note that weight can be put on deliveries older than 3/5 years. Selection criteria: The most qualified tenderers based on the qualification criteria technical and professional qualifications part 1 on 'sufficient experience from assignments with a comparable value' will be invited to submit tenders. Documentation requirement: The documentation given in point 3.2 in the qualification documentation will form the basis for selection of tenderers. A minimum of 3 tenderers will be invited to submit a tender, provided that there are a sufficient number of suitable tenderers. The framework agreement will be valid for 2 years with an option for a further 1+1+1+1+1 year, maximum up to 7 years in total, from autumn 2023 to autumn 2030.
