New government quarter project - K206 - C-block

Statsbygg would like to hold a qualification of participants that may be interested in submitting a tender offer for a turnkey contract with partnering for K206 C block as part of project 1004912 new government quarter, construction stage 2.
The contract is for the C block that is part of construction stage 2 of the new government quarter project.. The C block is the second largest building in the new government quarter, with 11 floors including a technical room on the roof, the gross area including the basement is 26,300 m2. The building faces Einar Gerhardsens plass and Møllergata with a downgraded and adapted building motive to the Møllergata development. The C block also has a large footprint and is constructively organised around a rectangle and compact concrete core. The area between the core and facades is an open connection in order to secure good daylight conditions.
The building houses main entrance B to the new government quarter (RKV) on U1 towards Møllergata. The entrance for employees is from Einar Gerhardsens plass on level 1. U1, the 1st, and 2nd floors in the C block include several of the government quarter's joint functions such as a course centre, meeting rooms, canteen, and a common area in the negotiations area. The 3rd to 10th floors are typical office floors, whilst the 11th floor (roof) is intended for technical installations.
The contract will include the following options:
- Basement under the C block
- Outside areas around the C block
- Basement 2
- Footbridges to the H block and G block, as well as connection to G block.
- Service agreements
- Renovation of Møllergata 13, 13b, and 15 facing the C block.

In all government construction projects, a proportion of the construction costs is allocated to public art in accordance with the Royal Decree of 05.09.1997. Statsbygg will receive art grants which will be made available for Art in Public Spaces (KORO – formerly the Public Art Fund). KORO will then become responsible for delivery of the art projects in Statsbygg's construction projects. The tenderer that is awarded the contract will be obliged to carry out works for KORO or the artist relating to public art for this construction project. KORO and the artist will be able to place orders subject to the same conditions as Statsbygg can place supplementary orders under in accordance with the contract. Works relating to the public art project will be ordered in writing by KORO or the artist in accordance with an established template. Orders will be placed on behalf of and at the risk of KORO and Statsbygg will not be liable in any way. Selection Criteria: Criteria/rules for selection: The most qualified tenderers based on the qualification criterion “technical and professional qualifications” will be invited to submit tenders. A minimum of 3 tenderers will be invited to submit a tender, provided that there are a sufficient number of suitable tenderers. Before the invitation to submit a tender is sent however, the selected tenderers will be assessed as regards the listed qualification requirements. This procurement follows the negotiated procedure. Statsbygg reserves the right however not to hold negotiations and to negotiate in several phases so that the first reduction in the number of tenderers can occur before the negotiations.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company.
Company Registration Certificate, Alternatively a StartBANK ID. Foreign tenderers are required to have a corresponding certificate as prescribed by the laws of the country where the tenderer is registered.
Throughout the entire project implementation, including the partnering phase, construction phase and test phase, the tenderers must have the ability to process and maintain shield-worthy (security graded) information in the scope and the degree given for this contractual work. Central functions at the contractor and any sub-contractors must be able to fulfil the requirements for Norwegian security clearance.

Signed and completed 'self-declaration on security', see Annex 6.
If information is available about the tenderers and/or their sub-suppliers, that gives the contracting authority grounds to believe that the qualification requirement will not be fulfilled, this may result in
rejection. In such a case further documentation can be requested from the tenderer and/or Statsbygg itself will obtain further information.
Økonomisk og finansiell stilling:
Tenderers are required to have satisfactory economic and financial implementation ability.
Statsbygg will carry out a credit rating of the tenderer.
Tenderers must also submit:
- Auditor approved Annual Financial Statements for the last 3 years, alternatively StartBANK ID.
- A signed and completed self-declaration on economic and financial implementation ability, see Annex 5.
Statsbygg retains the right to carry out a supplier audit of the tenderer.
Any supplier audit will take place in the form of the tenderer's permanent auditor being asked to carry out agreed agreed control procedures.

Teknisk og faglig kapasitet:
Tenderers are required to sufficient experience with having contract responsibility for/responsibilituy for administering assignments with a transferable value.
A completed form (see annex 0) must be submitted with a short description (up to approx. 2 A4 pages per project) for up to 5 reference projects with justified comparable value (projects older than 5 years may be given weight), with information on:
- The project name and location
- contracting authority
- The project´s size in m2 and total cost
- Contract value of the assignment
- The type of contract (partnering with and without target sum, turnkey contract, etc.)
- The type of building/site (commercial, new building, renovation, etc.)
- The tenderer's assignments and function in the project
- The start-up and completion years (or where the project currently is now)
- Whether the project was security graded (under the Security Act).
- Transferable value to K206 C block.
