Norsk helsenett SF (NHN) would like, on behalf of the Directorate of eHealth, to enter into a contract for the delivery of a uniform service for the operation, management, and further development of an IT tool and services for an encoder and terminology that is used in the health and care services in Norway. The terminologies and encoders are included in what is called Common Language, which enables inhabitants, health personnel, and eHealth systems to communicate with each other in an efficient way. IT tool and services for Common Language is included in the Programme Encoder and Terminology (PKT).

PKT will be wound down in 2023 and the management of the Common Language will be established as a line activity in the directorate during the first half of 2023. An external operative operation/management of the portfolio with an IT tool and services ought to be established and in operation by 1.9.2023. The uniform service from the tenderer includes:

Tenderers must have adequate economic and financial capacity to fulfil their obligations under the agreement.
Teknisk og faglig kapasitet:
A description of the total competence and capacity that the tenderer has available for i) establishing the system, ii) operation and support, iii) maintenance, management, and further development, as well as iv) consultancy and operative assistance, with a statement of the number of persons, education, certifications, and levels of experience, and the resources' experience with the relevant technologies.

There must be a specification of which resources (the number of employees as well as a statement of relevant competence/experience) belong to the tenderer and which belong to other companies.
A description of the most important deliveries (preferably from public administration) in the last three years that are relevant and comparable to this procurement.
A copy of a quality assurance certificate (ISO 9001/equivalent), issued by an accredited certification body. Alternatively, a description can be given of the tenderer's systems for quality assurance, as well as how they are implemented and managed in the company.

Tenderers must have good available competence in the technologies that are used (cf. annex 1, chapter 2) and otherwise good capacity for the delivery of the total service.
Tenderers must have experience with the development, operation, and maintenance of similar uniform services.
