The objective of the tender contest is to procure a turnkey contractor and their contractual partners for the engineering design and possible demolition of the existing buildings, construction and commissioning of the school. An execution model based on a "development contract/collaboration contract" has been chosen for the project. During the contest phase, qualified tenderers will submit a complete "draft project". Qualified tenderers will be remunerated for this.
The municipal council in Krødsherad municipality has decided to plan a new school for 1st through 10th years with a sports hall on the site of the current school and municipal building. The municipal building will be retained, and shared functions will be provided wherever possible.

The objective of the tender contest is to procure a turnkey contractor and their contractual partners for the engineering design and possible demolition of the existing buildings, construction and commissioning of the school. An execution model based on a "development contract/collaboration contract" has been chosen for the project. During the contest phase, qualified tenderers will submit a complete "draft project". Qualified tenderers will be remunerated for this.

The municipal council in Krødsherad municipality has decided to plan a new school for 1st through 10th years with a sports hall on the site of the current school and municipal building. The municipal building will be retained, and shared functions will be provided wherever possible.

The old school can be demolished if appropriate, but the municipal council would like for it to be reused if possible. Subject to political and financial support, Krødsherad municipality intends to enter into an interaction contract with the winner of the contest for the development phase, with the aim of entering into a turnkey contract for the implementation phase.

The value of the procurement is estimated at: NOK 150,000,000 excluding VAT. The value is an estimate and is not binding for the contracting authority.

A draft of the tender documentation is attached to this qualification documentation. The contracting authority reserves the right to make smaller, unsubstantial alterations of the documentation prior to inviting the tenderers to submit tenders.

Lots/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered dividing the assignment but has decided that it is not suitable for this type of procurement.

Contract

The assignment is divided into two phases with two lot:- Phase 1: Development phase where the parties will develop a preliminary project through mutual interaction (See Annex 4 Interaction Contract)- Phase 2: Implementation phase (NS8407)

Contractual provisions for NS8407 The contractual relationship will be regulated by NS 8407:2011 with associated documentation and seriousness provisions. The tender documentation annex is part of the contract documentation. Tenderers must familiarise themselves with all the contract terms.

Økonomisk og finansiell stilling:

Tax and VAT certificates

Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).

Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country where the tenderer is registered. The certificate must not be more than six months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate and it is still valid at the tender submission deadline for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, attach the certificate voluntarily if you want.

Tenderers must, in addition, present a tax certificate from all sub-suppliers if the contract sum for each individual sub-supplier exceeds NOK 500,000 excluding VAT, (Section 7-2(3)). This must be presented on the date the contract is signed at the latest.

Other economic and financial requirements: Economic and financial standing

Requirements regarding the tenderer´s economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).

Documentation: The contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.

Any need for support from other companies in order to fulfil this qualification requirement: If the tenderer is dependent on other companies to fulfil this qualification requirement, an account thereof shall be given below. In such cases the contracting authority will assess the finances of the supporting company in the same way. The contracting authority retains the right to collect supplementary information, bank guarantees or similar.

The supporting company must, in addition, submit a tax certificate and ESPD form. Add any such companies that you depend on under the step 'underleverandør' ['sub-contractors'] in Mercell Tendsign, and complete an ESPD thereof.

Teknisk og faglig kapasitet:

There are requirements regarding the tenderer's technical and professional qualifications.

The tenderer must have good experience from comparable assignments/deliveries (ESPD: Part IV B.58-4).

Documentation requirement: Description of up to 3 of the tenderer's most relevant assignments. The description must include a statement of the assignment´s nature, contractor form, contract form, value, date and recipient (name, telephone number and email). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.

Any need for support from other companies in order to fulfil this qualification requirement. If the tenderer is dependent on other companies in order to fulfil this qualification requirement, a commitment statement stating that the tenderer can use the required resources must be attached.
