The procurement is for a joint contract (up to NOK 30 million excluding VAT per year in contract period) for road construction work in Innlandet south east (former Hedmark County). Examples of assignments that can be included in the joint contract are: Pavements, bus stops, foot and cycle paths, public transport lanes, roundabouts, noise-deflection walls, retaining walls and concrete structures, rock protection work, road verge and road reinforcement work, traffic safety measures such as railing and road lights, etc.

B.2.2.2. Organisational and legal position of the tenderer
Qualification Requirement:
Tenderers must be a legally established company or consist of a group of contractors who are legally established companies.
The requirement also applies to companies the tenderer relies on, cf. point B.2.3.
Documentation requirement:
1. Certificate from the Register of Business Enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the companies that together make up the tenderer, cf. point 4.2, is/are established, as well as for all supporting companies, cf. point B.2.3.

Økonomisk og finansiell stilling:
B.2.2.3 The tenderer's economic and financial capacity.
Qualification Requirement:
Tenderers must have good economic and financial capacity to fulfil the contract and must comply with the following requirements:
The tenderer's equity must be a minimum 5%.
The average annual turnover must, as a minimum, be equivalent to the annual turnover of the contract for the last three years.
Documentation requirement:
The tables in chapter E2, point 4 must be completed. The contracting authority will check the stated amount with publicly available information.
Teknisk og faglig kapasitet:
B.2.2.4.1. Relevant experience
Qualification Requirement:
Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following work.
Documentation requirement:
A list of up to 5 but no less than 3 contracts that the tenderer has carried out or is carrying out in the last five years, calculated from the tender deadline. The list must, cf. the form included in chapter E, include the following:
Name of the recipient
A description of what was included in the contract work, including the delivery in accordance with the qualification requirement's points B.2.2.4.1 and B.2.2.4.2.
What works were carried out by the tenderer and what works were carried out by sub-contractors (contract facilitators).
The delivery date.
Value of the contract.
Reference person/contact person at the contracting authority with contact information (telephone number and email address), and a statement of the person’s role at the contracting authority during the contract. Tenderers are responsible for ensuring that reference persons are available and will provide a reference.

Tenderers can document the qualification requirement by referring to the total experience of the personnel that can and will be used for this assignment, including experience that has been acquired while the personnel was in the service of another employer.

Key the key personnel are not employed by the tenderer, the tenderer must show that he can use the personnel in question, for example by presenting a commitment statement.
B.2.2.4.2 The builder´s experiences.
Tenderers are required to show references to relevant contracts that he has carried out in a satisfactory manner. In addition, Innlandet County and other builders' experiences with the tenderer will be assessed.
Conditions which will be evaluated are related to i.a.:
documentation of executed quality
fulfilment of contracts
compliance with provisions and procedures for HSE
compliance with provisions for wages and working conditions
observance of deadlines
follow up in the guarantee period
use of apprentices
cooperation ability and the ability to be solution orientated.
The qualification requirement is to be documented through the list described above in point B.2.2.4.1. The contracting authority will go through the above bullet points with the references.
B.2.2.5.1. SHA system.
Tenderers must have a system that shows he works pro-actively to ensure the safety, health and working environment (Norwegian abbreviation: SHA), with relevance to similar work as the work included in this contest. The system will be subject to periodic audits.

B.2.2.5.2. External environment.
Tenderers must have a good and well functioning environmental management system, based on ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), Environmental Lighthouse scheme, or equivalent with relevance for equivalent transport projects. The system will be subject to periodic audits.

B.2.2.5.3. Quality assurance
Tenderers must have a well functioning quality assurance system for the delivery, based on ISO 9001:2015 or equivalent, with relevance for equivalent transport projects. The system will be subject to periodic audits.
Self-declaration form showing that the tenderer fulfils the requirements in ISO 9001:2015 or equivalent certification based on relevant European standard series, which are certified by accredited bodies or equivalent certificates issued by bodies in other EEA countries.

A self-declaration form for equivalent quality assurance measures can be accepted. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards. Tenderers must justify why they cannot obtain such certificates by the deadline and the reason for this.
