The Department for Evaluation in the Norwegian agency for development cooperation (Norad) will, as per its evaluation program 2022 – 2024, carry out an evaluation of the interaction between Norwegian humanitarian aid, development cooperation and peace efforts. As a central part of the evaluation, the Department for Evaluation will conduct an analysis of the implementation and policy coherence of aid.

The Department for Evaluation calls for tender proposals for consultancy services to carry out an implementation and policy analysis of Norwegian humanitarian aid, development cooperation and peace efforts in the DRC, Ethiopia and Lebanon. The objective of both this analysis and the evaluation as whole are twofold: (1) to assess to what extent Norway’s efforts have been coherent in these three countries; and (2) to formulate lessons on how Norway can coherently link humanitarian, development and peace interventions.

The assignment will be carried out in the period from May to November 2023. The total costs of the assignment will not exceed 1,700,000 NOK excluding VAT.

A certificate of registration or register transcript (sole proprietorships) from the Central Coordinating Register of Legal Entities.

Tax certificates

Norwegian tenderers must submit a tax certificate for value-added tax, taxes and national insurance contributions. The tax certificates must not be older than six (6) months calculated from expiry of the closing date for submission of tenders. Sole proprietorships must submit confirmation from the tax collector / tax authorities that they are not registered in the VAT register. Overseas tenderers must submit equivalent tax certificates from their own countries.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

Self-declaration confirming sufficient knowledge on the part of tendered personnel prior to travel to high-risk areas.

When traveling to high-risk areas, the Contracting Authority requires that consultants before departure must have the necessary knowledge of first aid and stress management as well as personal safety. The tenderer must verify that they as a supplier, and the personnel who have been tendered and who will be travelling to high-risk areas, will fulfil requirements prior to departure.

It is the duty of the supplier (employer’s liability) to ensure this. It must be confirmed in the letter of tender (see the letter of tender).
