Imaging and radiological assessment of x-ray images of the hand and carpus

The purpose of the procurement is to enter into two framework agreements to cover the need for age surveys through radiological examination and assessment of the carpus. The service is divided into two lots and includes x-ray imaging of the hand and carpus (lot 1) and radiological assessment of x-ray images of the hand and carpus (lot 2). The framework agreements can have the same tenderer or two different tenderers for each of the services.

Two independent radiologists will assess the received images for age estimation using the Greulisch & Pyle Atlas and send the analysis to the contracting authority in Norway electronically in a secure and encrypted manner. The service/analysis itself can be carried out in Norway or the EU zone.

Requirement: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Documentation requirement: - Norwegian tenderers: Company Registration Certificate. - Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Sufficient economic and financial capacity.

Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. Documentation requirement: A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service. - The contracting authority can obtain further credit ratings or other financial information such as, but not limited to, the annual accounts including notes, the board's annual reports, and the auditor's reports.

Teknisk og faglig kapasitet:

Experience from comparable assignments.

Requirement: Tenderers must have experience from comparable assignments. Documentation requirement: Description of up to three of the most relevant assignments during the last three years. The description must include the date and recipient of the assignment. It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.

Necessary authorisations and approvals

Requirement: Tenderers must have the required authorisations and approvals. Documentation requirement: Tenderers must attach documentation of public approval(s). The requirement can be documented with public approval of the company/healthcare personnel such as authorisations, licences, specialist approvals and equivalent.

Quality assurance system

Requirement: Tenderers must have a good and well-functioning quality assurance system for the services that will be provided. Documentation requirement: Tenderers must have a well-functioning quality system suited to the content of the contract. The requirement is documented by a quality system/assurance system certificate issued to the company by an independent body that confirms the tenderer fulfils certain quality assurance standards (e.g. ISO 9001:2002). The contracting authority will also accept other documentation demonstrating that the tenderer has sufficient quality assurance measures. As a minimum, this must include an account of the Tenderer's quality management system, including a table of contents and a general description of the contents of the system relevant to this contract and in relation to the organisation and policies of the company.
