The purpose of the procurement is to enter into a framework agreement for the purchase of imaging and assessment of dental maturation stages from the x-ray images. The purpose of the framework agreement is to cover UDI's need for medical age assessments that can be used as a basis for decision-making in UDI's age determination of unaccompanied minor asylum seekers (UMA). This is one of two methods of assessing chronological age included in the recommended medical age assessments. The provider of the service must take an x-ray image (Orthopantomogram (OPG) panoramic x-ray) and read the stage of dental development according to Demirjian's grading system and other grading systems, such as Moorrees, based on OPG. Stages will be read by two independent dentists and the results will be summarised into one answer. The Department of Forensic Sciences at OUS will instruct.

The duration of the framework agreement is 2 years from commencement of the contract, with an option for extension for 1 year up to two times (1+1 year). The framework agreement can be for a total of 4 years if the full option is exercised (2+1+1).

Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. Documentation requirement: A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service. - The contracting authority can obtain further credit ratings or other financial information such as, but not limited to, the annual accounts including notes, the board's annual reports, and the auditor's reports.

Teknisk og faglig kapasitet:
Requirement: Tenderers must have experience from comparable assignments. Documentation requirement: Description of up to three of the most relevant assignments during the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.

Requirement: Tenderers must have the required authorisations and approvals. Documentation requirement: Tenderers must attach documentation of public approval(s). The requirement can be documented with public approval of the company/healthcare personnel such as authorisations, licences, specialist approvals and equivalent.

For dentist/reading: dental authorisation and documented experience in the radiological assessment of dental age. For OPG imaging: necessary competence and relevant authorisation, and, in addition, authorisation and the minimum qualification requirements mentioned above for the dentist who will be responsible and who will provide assessment expertise. The equipment/locations needed to execute the assignment in accordance with the requirement specifications must also be described.

Requirement: Tenderers must have a good and well-functioning quality assurance system for the services that will be provided. Documentation requirement: Tenderers must have a well-functioning quality system suited to the content of the contract. The requirement is documented by a quality system/assurance system certificate issued to the company by an independent body that confirms the tenderer fulfils certain quality assurance standards (e.g. ISO 9001:2002). The contracting authority will also accept other documentation demonstrating that the tenderer has sufficient quality assurance measures. As a minimum, this must include an account of the Tenderer's quality management system, including a table of contents and a general description of the contents of the system relevant to this contract and in relation to the organisation and policies of the company.
