Bergen Municipality, (hereafter called the contracting authority), needs to establish a new framework agreement for services within hire, laundry, and distribution of work uniforms for personnel in district nursing, home helps, and employees in the EVR assessment team.

The Agency for Home-Based Services in Bergen Municipality is responsible for home help, 24 hour district nursing, the response centre, and the municipal aids service. The Agency contributes to aids being part of everyday life, so that inhabitants can live at home for as long as possible. Home- based services in Bergen Municipality provide necessary health help in the form of district nurses, and home help services that provide practical help in homes, for example, with cleaning and laundry.

The Agency for Assessments and Rehabilitation - EVR in Bergen Municipality provides rehabilitation services and coordinates services in its own agency, and interacts with other agencies in order to ensure good patient flow, as well as being responsible for mapping and assessing applications for health and care services for adults and elderly persons. The assessment team is multi-disciplinary in order to map users' needs and resources when they apply for new services.

The assessment team in EVR is currently split into two areas - assessment team south and west, and assessment team north and centre. Each area/team has approx. 40 employees.
There are som users that have 24 hour services in their homes, which also require uniforms.
The services must be provided in an efficient manner and include hire, laundry, and distribution of uniforms, etc., to and from the contracting authority's agencies/locations, in close dialogue with the contracting authority regarding planning of inventory, professional advisory services, etc. The personnel at the contracting authority's locations must put on a new uniform every day when they get to work.

There can be changes in the organisation structure in Bergen Municipality.

Beskrivelse av fornyelser:
The contracting authority has an option for extending the contract for further 2 years, to a total maximum of 4 years.
The contracting authority can choose to take up the option for 2 years in several stages, e.g. for 1 year at a time.
Any extension must take place with a minimum of two months written notice before the expiry of the contract period.
Beskrivelse av opsjoner: Hijab, own (only laundry, not hire), including transport and distribution.

Registered in a trade register or company register.
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for the qualification requirements:
Description of the requirement/documentation: Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Description of the requirement/documentation: Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. Documentation for Norwegian tenderers: The contracting authority will check tenderers' financial situation from DIFI's eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com), and can obtain further information from the Brønnøysund Register Centre. Note that the tender documentation includes guidelines on how tenderers can supplement available information if wanted. Documentation for foreign tenderers: Tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Tenderers must have substantial and relevant experience. The experience must be from assignments of an equivalent complexity as the services requested in this contest. Documentation requirement: Relevant experience must be documented by stating a minimum of one (1) and a maximum of five (5) reference projects from the last three (3) years. The references are to be entered directly in the Mercell system. Only the first five projects will be assessed if more than five reference projects are listed.

The Home Based Services Department in Bergen municipality is responsible for home care, 24 hour home nursing, response centre and municipal aid service. The agency helps ensure that aids become part of everyday life, so that inhabitants can stay at home for as long as possible. Home based services in Bergen municipality provide the necessary health care in the form of home nursing care, as well as home care services that provide practical home help, for example, with cleaning and laundry. The Agency for Assessment and Rehabilitation - EVR in Bergen municipality provides rehabilitation services and coordinates services in its own department and interacts with other departments to ensure good patient pathways, as well as responsibility for mapping and assessing applications for health and care services for adults and elderly people. The assessment team works multi-disciplinary to map the users' needs and resources when applying for new services. The assessment team at EVR is currently divided into two areas - Assessment Team South and West, Assessment Team North and Down Town. Each of the areas/teams have approx. 40 employees. There are some users who have 24 hour services in their own homes, where uniforms must also be delivered. Services shall be provided in an efficient manner and include hire, laundry and distribution of uniforms etc. to and from the Contracting Authority's departments/locations, close dialogue with the Contracting Authority and the departments in connection with planning of stock, professional consultancy etc. The personnel at the contracting authority's locations shall change to a new uniform every day when they get to work.
