To investigate fishing grounds, Fiskeridirektoratet [the Norwegian Directorate of Fisheries] wants to hire fishing vessels that are equipped and suitable for efficient and practical implementation of missions, including catches and catch measurements.
The hired vessel shall conduct surveys on fishing grounds for the Norwegian Directorate of Fisheries, which will be administered and managed by the Directorate's marine service headquartered in Tromsø. The hired vessel will be used to perform monitoring of fishing grounds.
The vessel must be representative for the vessel group in terms of operating pattern, equipment, catch efficiency and production capacity. The vessel must also be able to operate under the same conditions as similar vessels. The vessel's assignments include carrying out catch operations in the areas required by the Directorate's on-board representatives. Priority tasks include inspection of areas with high fishing pressure, mixing fish below minimum size and sampling as required by the of collaborating agencies such as the Norwegian Institute of Marine Research.

Requirement:

Tenderers must have orderly conditions with regard to payment of tax, employer's national insurance contributions and VAT.

Documentation requirement:

Tenderers must submit a tax certificate, not older than 6 months from the tender deadline, c.f. the PPR § 7-2 (2).

• Norwegian tenderers can order a tax certificate via form RF-1316 in Altinn.

• Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties.

If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/person responsible for finance.

Tenderers must be a legally established company.

Norwegian tenderers must present a Company Registration Certificate.

Foreign tenderers must present confirmation that the tenderer is registered in a company register or trade register, in accordance with the legislation in the country where the tenderer is established or registered.

Tenderers must have the sufficient financial strength to fulfil the contract.

Documentation requirement:

1: The tenderer's Annual Financial Statements including notes with the Board's and auditor's reports from the last 2 years.

2: Credit rating not older than 2 months.

If the annual accounts for the previous year have not been completed, the provisional annual accounts must be enclosed for the previous year.

Newly started companies must document the financial strength to fulfil the contract in another way.

Tenderers can choose to rely on other companies’ capacity to fulfil the requirement for the tenderer's economic and financial position. The tenderer must in such case give an account of the resources in the company that he will rely on and that these resources are available (cf. the commitment statement in Annex C).
