The minimum requirements shall be met. Manglande fulfilment or out-of-the-box responses can lead to the rejection of the inhabitant, cf. the public procurement regulations PPR § 9-6.
Additional requirements will form the basis for evaluation and points recovery within the relevant award criteria. Manglande responses to additional requirements also mean that the tenderer will evaluate the tender and the tenderer will get a score of 0 (zero) for the relevant point.
The contracting authority would like to use the procurement to enter into a framework agreement with one tenderer.
The aim of the agreement is to cover only their need for fuel for municipal lighting vehicles, and the need for car washing beyond what the municipality carries out under the auspices.
The aim is also to simplify the work of invoicing at the municipality ́s invoice reception, then it shall be invoiced per linen.
The contracting authority is distributing to co-operation between commercial actors if one tenderer offers the ante fuel or car washing.
Comments on the contract:
Bilar stationed in the centre of Ørsta can enter into the agreement and refuel at the local station.
-Large berths that must refuel at weekends in the evenings or at night can surely fill up a valfri station if there is a safe lift due to naudsynt. This is due to a lot of people at the delivery place doing what is inconclusive for large berths.
In this competition there are 5 minimum requirements and 1 requirement that is combined minimum requirements and additional requirements. The combined requirement is to be understood as a minimum requirement that must be fulfilled and where "meir is part". The requirement is subject to a procurement evaluation in accordance with the award criteria "payment system", cf. point 2.4.2 below.
Minimum delivery requirements:
1. The tenderer shall be able to offer these fuel products:
Bilbensin
Autodiesel
2. The fuel shall satisfy the current fuel requirements for fuel that has been made by the Norwegian Petroleum Institute, "Norwegian industry standard for oil products". The fuel shall be in accordance with the current industry standards and public orders.
3. Tenderers shall be able to offer vehicle washing in machines. The vehicle wash must be able to re-place vehicles with a high of up to 2.7 metres. Tenderers shall depict the offer lied downwards. Vehicle washing must be available from this date: 02.08.2024.
4. The tenderer ́s pump station must be located within a radius of 3 kilometres from Ørsta Town Hall. The tenderer shall enter into the address of the pump station.
5. All products shall be able to be filled when pumps are used.
Combined minimum and additional requirements for delivery:
1. There shall be facilitated payment licences, for 2 licences with vehicle and driver cards, or driver ́ licences and recognition of reg.nr., or equivalent licences. The payment licence shall be of such a nature that both the bunk clothes and the person filling fuel shall be identified. Tenderers shall depict the tendered payment system, cf. point 2.4.2 below.
It is difficult to see to the value of the framework agreement and the extent of each product/service provider. The contracting authority estimates that the tenderer will procure NOK 1,320,000 excluding VAT divided in vehicle washing: NOK 40,000 excluding VAT, car legs: NOK 360,000 excluding VAT and auto diesel: NOK 920,000 excluding VAT. Maximum value, including any options and expected price rise: NOK 5,300,000 excluding VAT.
This is a rough requisition that is meint for making suppliers a peikepinn of the extent, and this may deviate in the contract period. The contracting authority is not bound by the estimate. The volume in the agreement period will depend on the customer ́s needs, activities, budgetary situation and other framework factors. The scope may change if the owner of the vehicle park hosts the bid against electric vehicles during the contract period.
The contracting authority ́s right to end and hold a new competition if this contract exceeds the expected high estimated value before the contract period expires.
