Norwegian Police Shared Services

A framework agreement shall be signed with one supplier for the delivery of promotional items. Promotional items are products that have the Police's/The Norwegian Police Security Service (PST ́s) logo and/or other promotional (branding) design elements or other customer specific adaptations added. The purpose is the promotion/branding of the police/PST and is mainly used as gifts. The contract shall at all times cover the contracting authorities need for promotional items during the contract period. There is a requirement for access to at customer specific digital ordering system, where the contracting authority can order selected promotional items. The Norwegian Police Shared Service and PST shall each have their own ordering system (portal), or separate logins with a respectable assortment.

Requirements of the tenderer's economic and financial capacity.: Qualification requirement: Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no collateral will be sufficient to meet the requirement. Documentation requirement: Credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service. The contracting authority will, if needed, obtain a credit rating, from a credit information company with a licence to conduct this service, as an addition to the documentation delivered in the tender. If a tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, the tenderer's economic and financial capacity can be documented by presenting any other document that the Contracting Authority deems suitable.

Requirements regarding the tenderer ́s technical and professional qualifications.: Qualification requirement: Tenderers shall have experience from comparable contracts. Documentation requirement: Description of up to 3 of the tenderer's most relevant/comparable assignments during the last three years in Annex D. The description must include information of the assignment ́s value, date and recipient (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through the description. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider.
