Registration: Tenderers shall be a legally established company and registered in a company register or a commerce register in the member state where the tenderer is established. The Company Registration Certificate must not be more than six months old.
Foreign tenderers: Confirmation that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Tax and VAT certificate: Tenderers must have fulfilled their obligations with respect to the payment of tax, VAT and payroll tax in accordance with. the legal provisions.
Tax and VAT certificate must not be older than six months calculated from the tender deadline. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers, tax certificates must be provided for them as well.
Foreign tenderers must submit equivalent confirmation from national authorities.

Economic and financial capacity: Requirement: The tenderer must have the financial capacity to carry out the delivery/contract.
Norwegian tenderers: Minimum bankruptcy rating A in Proff Forvalt.
The contracting authority will check the financial capacity in Proff Forvalt itself. If sufficient information is not available in Proff Forvalt, the tenderer shall upon request, send the necessary information without undue delay.
Foreign tenderers: A printout of a credit rating showing the financial ranking shall be enclosed. A printout is to be obtained from a certified credit rating company. The credit rating should not be older than 3 months. A definition of the symbols that the credit rating institution uses must be enclosed so that the contracting authority can assess different ratings up against each other. If a tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, he can document his economic and financial capacity by presenting any other document that the Contracting Authority deems appropriate.
For all tenderers: The contracting authority can assess and accept any other written documentation regarding the tenderer's financial capacity and accept that the tenderer relies on obligations from another legal subject.
