Hovedtrekk ved prosedyren:

Vefsn municipality would like to enter into a framework agreement for waste management for municipal purpose-built buildings. The objective of the procurement is to ensure environmentally friendly and efficient management of waste. The agreement shall include emptying and transporting waste, certified final treatment and hire of suitable collection equipment/waste containers. The contracting authority would also like to enter into a contract with a tenderer who can actively assist in the contracting authority achieving a higher degree of sorting of its waste. The framework agreement has an estimated value of NOK 1,750,000 excluding VAT. The estimate is in no way binding for the contracting authority. Based on historical figures, the estimated value of the contract is NOK 7,000,000 excluding VAT. The contract extension will be taken up in writing by the contracting authority at least 3 months before the contract expires. There are currently approx. 35 municipal properties that have containers for residue waste, food waste, optibag and plastic-cardboard paper. Small adjustments will be made during the contract ́s lifetime. It must also be expected that extra containers with special conditions will be ordered, in addition to spring/autumn clearing up.

Environmental management standard: Tenderers shall have environmental management measures adapted to the delivery ́s environmental objectives, environmental properties, complexity and risk. A description of the tenderer's environmental management measures. If a tenderer is certified in accordance with ISO 14001, EMAS or Miljøfyrtårn or equivalent, it is sufficient to enclose a copy of a valid certificate provided that the environmental management measures are covered by the certification scheme. Quality assurance system: Tenderers shall have a satisfactory quality assurance system (QA system) that covers the services included in the assignment. Tenderers shall be able to substantiate that the company has an internal control system in accordance with THE NORWEGIAN Police. The Internal Control Regulations of 12 June 1996. Tenderers shall have an operative quality assurance system and shall enclose an overview of this. If a tenderer is certified in accordance with NS-EN ISO 9001:2015 or equivalent, a copy of the certificate can be enclosed as documentation. This also applies to any sub-tenderer ́s quality assurance system. This shall be documented when submitting a tender. Minimum qualification requirements

Requirements regarding wages and working conditions.: The tenderer is responsible for ensuring that their own employees, sub-contractors employees (including hired) have wages and working conditions in accordance with: The regulations on generally signed tariff agreements. Regulations on wages and working conditions in public contracts dated 8 February 2008, where applicable. For areas not covered by the regulations on general tariff agreements, the wages and working conditions shall be in accordance with the nationwide tariff agreement for the relevant branch. Wages and working conditions means provisions on minimum working hours, wages, including overtime supplement, shift and rota supplements and inconvenience supplements, and coverage of expenses for travel, board and lodging, to the degree that such provisions come under the tariff agreement. Tenderers are obliged, upon request, to document wages and working conditions for their own employees, employees at any sub-suppliers (including hired). The information shall be documented by, among other things, a copy of a work contract, pay slip, timesheets and the employer's bank printout. The documentation shall be on a personal level and it shall state who it concerns. The requirement is fulfilled with a completed self-declaration on wages and working conditions attached under the documents. It is sufficient to document this by presenting a self-declaration.
