The contracting authority shall enter into a framework agreement with one service provider for catering services in the contracting authority ́s premises in Oslo. The contracting authority would like to join up with a flexible, professional and quality conscious supplier who shall provide employees and guests at NHH with good and tasty dining experiences. The procurement primarily comprises NHHE ́s activities in Drammensveien 44, but it shall also serve NHH ́s other needs for serving in the premises, for example simple dining in connection with evening events. The food to be served shall be in the style of NHH's brand. Such high standards of quality are required.

Hovedtrekk ved prosedyren:
The contract will be awarded in accordance with the open tender contest procedure, cf. FOA § 8-3. The Contracting Authority plans to conduct dialogue through negotiations with one or several of tenderers who submit a tender in the competition. The negotiations could apply to all sides of the Offers. The selection of who will be negotiated will be made after an assessment of the award criteria. It is planned to have negotiations with a maximum of 3 suppliers. Negotiations will not be carried out if the contracting authority, after the tenders have been received, considers that negotiations are not appropriate. Dialogue in the form of corrections/clarifications will be carried out if needed.

The tenderer's economic and financial capacity: Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. The required financial capacity will be assessed in relation to the contract ́s value, services, risk and duration. Documentation: Tenderers can document their economic/financial capacity in the following ways (one of the methods is normally sufficient): Alt. 1: A credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with a licence to operate this Business. Alt. 2: The last year ́s approved annual accounts with the board ́s annual report and the auditor ́s statement. Recently established companies that cannot present approved annual accounts can submit accounts that have been completed.

The tenderer ́s technical and professional qualifications.: Tenderers shall have experience from comparable contracts. Documentation: Description of up to 3 of the tenderer's most relevant contracts in the course of the last 5 years. The description must include a statement of the contract ́s value, date and recipient (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through the description. Tenderers can document their experience by referring to competence of personnel he has at his disposal and can use this assignment, even if the experience has been gained while the personnel have service performed for another service provider. Use Annex 5.
