The Norwegian Public Roads Administration, Construction Operations East (hereafter called the Contracting Authority) manages large buildings and is responsible for running, maintaining and developing the property portfolio in the area. The portfolio consists of office buildings, site offices, traffic stations and control stations. The Norwegian Public Roads Administration also owns approx. 50 residential units acquired and expropriated in connection with road projects. These are currently rented out where appropriate. An overview of locations that are currently included in the contract is given in annex 1 - Overview of locations. The contracting authority would like to enter into a framework agreement with one tenderer who organises and coordinates trade services for the maintenance and improvement of our owned and leased buildings, as well as individual construction projects.

The contracting authority will obtain a credit rating from Experian.
If there is doubt, the Contracting Authority can obtain further information from the tenderer.

Requirements of the tenderer's registrations, authorisations, etc.: Tenderers shall have central certification in enterprise class 1 within at least two of the functions below:
• Executing demolition and environmental clearance.
• Executing joinery work and assembly of wooden structures
• Masonry execution
• Execution of roofing work
• Installation of sanitary installations
• Executing heating and refrigerating installations
• Executing ventilation and climate installations
• Executing works on preservation worthy buildings.
Documentation requirement:
Tenderers shall confirm that they fulfil this requirement when submitting their tender.
The Contracting Authority will obtain documentation on the DIBK.no.

Requirements regarding the tenderer �?s technical and professional qualifications.: Tenderers shall have relevant experience.
In order for an assignment to be relevant it must include at least two of the disciplines mentioned in the requirement specifications point 2.2. So that the tenderer shall have relevant experience, they must have carried out a minimum of three relevant assignments during the last three years.
Documentation requirement:
Tenderers shall confirm that they fulfil this requirement when submitting their tender.
Tenderers shall present the following documentation proof if requested by the contracting authority:
- An overview of a minimum of 3 (maximum 5) of the most important, relevant work performed during the last three years, including the name of the public or private recipient, a short description of the assignment, as well as information on the value/amount/scope and date, cf. Annex 2 - Assignment List.
A tenderer who is newly established and cannot submit references, must be particularly careful to document and substantiate that they still have the prerequisites required to carry out the assignment.
Newly established tenderers can document that the requirement is fulfilled by referring to experience that the offered persons/resources have built up in the service of others than the tenderer.
