The aim of the contract is to enter into non-exclusive framework agreements, primarily to procure satellite communication equipment and associated software, equipment, and services for new and existing platforms. The deliveries under the contract are mainly expected to cover the Norwegian Defence's need within the maritime and land-based domains. The secondary aim is to procure elevated communication platforms (e.g., drones) and associated software, equipment, and services, but this will not be evaluated at this time.

The chosen tenderer is expected to ensure that the contracting authority gets the best services and terms within the scope of the contract. The contracting authority must be involved and included in the tenderer's procurement process if requested. The contract can be used by Norwegian Defence Materiel Agency ICT capacities, hereafter called the contracting authority, and the Ministry of Defence (FD) with underlying departments and associated entities (currently the Norwegian Defence Materiel Agency, the Norwegian Defence, the Norwegian Defence Estates Agency, FFI, and NSM), in addition to the Police. The contracting authority plans to enter into framework agreements with two (2) tenderers that will be ranked as A and B tenderers. The tenderer that is ranked best (A) will be asked first to cover the contracting authority's need. In cases where tenderer A cannot deliver, or does not respond to enquiries within the stipulated deadlines, or when a relevant sub-supplier cannot deliver prices to tenderer A for competitive reasons, the contracting authority will ask tenderer B. The tenderer that has been asked must have a justifiable reason to not deliver the enquiry/call-off. If the deadlines in the contract, or in a call-off, are repeatedly exceeded by tenderer A, or tenderer A repeatedly does not deliver in accordance with the contract/call-off, the contracting authority will ask tenderer B for three (3) of the following 20 call-offs (note: only call-offs held by the Norwegian Defence Materiel Agency and the Norwegian Defence). The working language for this contract is Norwegian, and regular meetings and status reports must also be in Norwegian. Deliveries under the framework agreement will also mainly have Norwegian as the working language, but it can be English in given situations. Technical documentation must, as a rule, be in English.
