Framework agreement for the delivery, repair, and maintenance of specified materiel for the Navy's vessels - prequalification

The contracting authority would like to enter into a framework agreement for the delivery of specified materiel, as well as maintenance and repair of this materiel assembled on board the ULA class. The purpose of the framework agreement is to contribute to maintaining technical availability for the Navy's vessels through increased access to specified materiel, as well as maintenance and repair of this materiel.

The framework agreement period will be 4 years. The contracting authority will have an option to extend the framework agreement

one or more times for up to a further 3 years. The contract´s maximum period, including options for extensions

will be 7 years.

Abel and Gabler (Option)

The framework agreement will cover the Norwegian Defence's need for spare parts and maintenance of Abel pumps,

rudder machines, snorkel flaps, land/charging stations, and masts on board the Ula class.

There is currently a framework agreement for this scope. This scope will therefore be an option

until this contract expires on 24.11.2026. The option will be taken up at the latest 3 months before the existing

framework agreement expires.

Shock and vibration dampers (option).

The framework agrement will cover the Norwegian Defence's need for shock and vibration dampers for the Navy's

vessels.

There is currently a framework agreement for the scope. This scope will therefore be an option until

this contract expires on 15.03.2026. The option will be taken up at the latest 3 months before the existing

Requirement: Tenderers must have their affairs in order with respect to the payment of tax and VAT.

Documentation requirement: Tax certificate not older than 6 months from the application deadline. Tax certificates are defined as:

For Norwegian tenderers:

- Certificate issued by the Tax Collector or the Norwegian Tax Authority concerning:

- VAT

- Tax

- Payroll tax

For foreign tenderers:

- Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order.

- If the authorities in the country do not issue such certificates, the tenderer must submit a declaration which states that all taxes and fees have been paid. The declaration must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Requirement: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

- Company Registration Certificate

Foreign tenderers:

- Confirmation that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: Tenderers must have the required economic and financial capacity to fulfil the contract.

A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.

Documentation requirement: Credit rating from a certified credit rating agency, based on the last accounting data The rating must not be older than 3 months.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
