Sub-contract 1 comprises initially the hire of IT temporary staff for the user support in Tønsberg, for vacant positions. The assignments will normally last for 3 months or more, and the temporary staff must physically be present in Tønsberg.

Sub-contract 2 comprises the hire of different temporary staff within the following main areas:
• Operational and support functions, e.g. switchboard services, archiving, document management.
• Finance and accounting, e.g. assignments related to wages/accounts/travel expenses.
• Consultant/case management, e.g. hr assignments, personnel administration
The assignments for administrative personnel can last from 1 day to several months, and the contract shall cover the commercial temporary staff need for all of Bufetat. See Annex 1 B Overview of administrative units for locations where hire can be relevant.
The overview of the above services is not exhaustive and it may also be necessary to purchase other services that naturally belong under these contract areas.

Requirements of the tenderer ́s economic and financial capacity.: Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement.
Documentation: A credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service.
The Contracting Authority reserves the right to obtain further credit rating or other financial information such as annual accounts including notes, the Board's Annual Reports and Audit Reports.

Experience requirements: Tenderers shall have experience from comparable contracts.
Comparable assignments means either (minimum requirement):
• two framework agreements* within the public sector that have lasted for more than one year and have had an actual annual average value of more than NOK 0.5 million excluding VAT per framework agreement.
Or
• five individual deliveries of temporary staff* to the public sector for more than two months with an actual value of more than NOK 0.1 million excluding VAT per delivery.
*The assignments must include deliveries of the same type of temporary staff requested in the tender or sub-contracts a tender is submitted for.
For sub-contract 2, experience must be developed in the form of having experience from deliveries of nationwide framework agreements, or individual deliveries distributed over several different regions, cf.
Documentation: Description of the tenderer ́s up to five most relevant contracts in the course of the last 3 years. The description must include a statement of the contract ́s value, date and recipient (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through the description. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider.
If tenders are submitted for both lots, a description shall be provided for each sub-contract.
Fulfilment of the requirement is declared and documented on request.
