Framework agreement for technical protection

Oslo kommune v/ Vann- og avløpsetaten

The Agency for Water and Sewage (VAV) needs to enter into a framework agreement for the technical protection of VAV's objects. The contract will cover operation and maintenance of existing protection measures, as well as new protection projects.
The contract will cover two main categories of services:
a) Service: Annual inspections, daily service and emergency turn-outs if needed are required for VAV's existing objects and new objects that are connected to VAV's protection network as part of the main category b). This includes automatic access control (AAK), automatic burglary alarms (AIA), TV-video surveillance (TVO), etc.
b) Projects: Technical protection of objects, which involves engineering design services, procurement, and the installation of technical protection measures (AAK, AIA, TVO, etc.).
In addition there is a need to procure new technical equipment such as cameras, alarms, and card readers.

The contract will be valid for 2 years from the last signature date.
The contracting authority has an option to extend the contract for an additional 1 year on the same terms. The total possible contract period is 3 years.
The contracting authority can terminate the contract with 6 months written notice.

Egnethet til å utøve yrkesvirksomheten: Tenderers must be a legally established company.
Økonomisk og finansiell stilling:
Tenderers must have sufficient financial capacity to fulfil the obligations under the framework agreement.
Teknisk og faglig kapasitet:
Experience is required from services and projects of equivalent nature and degree of difficulty.
An equivalent nature and degree of difficulty means engineering design services, installation, operation, inspection, and maintenance of technical protection measures, including automatic access control, automatic burglary alarms, and TV-video surveillance, for large companies with complex installations. Complex installations refers to installations that have a high degree of complexity, either as regards the technology, architecture, design, or functions. It can cover different types of buildings or installations, for example, power stations, refineries, chemical plants, airports, defence installations, ports, or equivalent.

Tenderers must have good competence and good capacity to carry out the assignments under the framework agreement, including
- sufficient manpower for the regular daily operational assignments, annual inspections, emergency turn-outs/urgent assignments, as well as new protection projects. Tenderers must be able to use replacement personnel during staff holidays and other absences.

- Tenderers must have the use of 1 superuser C-Cure and 1 superuser Milestone with certification at the highest level within C-Cure and Milestone respectively.
- Tenderers must have the use of service technicians/installers with relevant electro certificate of apprenticeships.
Tenderers must have a relevant quality assurance system or quality assurance standard that is certified, for example NS-EN ISO 9001:2015 or equivalent.
Tenderers must have environment management measures or routines suited to the content of the framework agreement.
