Hovedtrekk ved prosedyren:
The contracting authority intends to enter into a parallel framework agreement with up to 3 tenderers. The contracts will be valid for 2 years, with an option for an extension for 1+1 year, total up to 4 years. The expected start-up date is 01.03.2024.Vi see the tender documentation for further information on the competition and its content. The contract is intended to be used in the projects where the contracting authority primarily carries out the project itself, but there is a need to hire extra machines and equipment for execution. The contract can also be used for smaller and larger projects where the contracting authority only provides project management, as well as the smaller projects where the contracting authority wishes to outsource the designer and executor. The contract will also be used for occurring work, e.g. if water and sewage pipelines break and/or leaks. Larger and more complicated projects will be carried out a separate competition outside the framework agreement, or as mini-competitions for the suppliers included in this contract, so foremost the contracting authority does not exceed the annual estimate of the contract value. If something seems unclear to suppliers or there is a need for clarification, we ask them as soon as possible to give feedback to the contracting authority via the communication portal. The contract has an estimated and estimated value to NOK 20,000,000 excluding VAT. per annum. The estimate is based on the current agreement, as well as the municipality ́s own plan for projects in the next four year period.

Tenderers shall have an operative quality assurance system and shall enclose an overview of this. If a tenderer is certified in accordance with NS-EN ISO 9001:2015 or equivalent, a copy of the certificate can be enclosed as documentation. This also applies to any sub-tenderer ́s quality assurance system. This shall be documented when submitting a tender.

Apprentices: Tenderers are required to be affiliated with an apprenticeship scheme and that one or several apprentices participate in the execution of the contract work within the building and construction disciplines, cf. the regulation on obligation to require the use of apprentices in public contracts. A minimum of 7% of the hours worked for this contract shall be carried out by apprentices, cf. the Education Act §4-1. Requirement can be partly fulfilled by hours worked by persons who are under systematic training and registered in accordance with the requirements in the Practice Candidate Scheme, cf. the Education Act § 3-5. The requirement is to be documented by proof that the company is affiliated to an apprenticeship scheme, as well as an overview of apprentices connected to the company.

Security of delivery: During the entire contract period the tenderer must be able to deliver all the installation services that come under this contract and that are naturally for use at the contracting authority ́s facilities. The requirement is fulfilled through a self-declaration by accepting the requirement. Documentation can be expected to be requested from the contracting authority during the contract period.

Documentation of completed work: The contracting authority requires exact documentation of work carried out. Both the tenderer and any sub-suppliers shall document their work. The equipment documentation shall be delivered to the contracting authority at the same time that the assignment is completed.

Subcontractors: We shall be aware of who they are and what background they have when using sub-suppliers. The use of sub-suppliers shall always be agreed with the contracting authority in advance. Only one link of sub-suppliers will be accepted. I.e. any sub-suppliers cannot use sub-suppliers. The main supplier will be responsible for the sub-suppliers. If sub-suppliers are used to fulfil the qualification requirements and other requirements in the competition, a binding statement shall be submitted and documented when submitting the tender. See the attached template under the competition documents. If sub-suppliers are used during the contract period for some projects/assignments, a commitment statement shall be submitted before the work starts.

Requirements regarding wages and working conditions.: The tenderer will be responsible for ensuring that their own employees, sub-contractors employees (including hired) have wages and working conditions in accordance with: Regulations on general tariff agreements. Regulations on wages and working conditions in public contracts dated 8 February 2008, where applicable. For areas not covered by the regulations on general tariff agreements, the wages and working conditions shall be in accordance with the nationwide tariff agreement for the relevant branch. Wages and working conditions means provisions on minimum working hours, wages, including overtime supplements, shift and rota supplements and inconvenience supplements, and coverage of travel, board and lodging expenses, to the degree such provisions are in the tariff agreement. Tenderers are obliged, upon request, to document wages and working conditions for their own employees, employees at any sub-suppliers (including hired). The information shall be documented by, among other things, a copy of a work contract, pay slip, timesheets and the employer's bank printout. The documentation shall be on a personal level and it shall state who it concerns. The requirement is fulfilled with a completed self-declaration on wages and working conditions attached under the documents.
