Framework agreement for legal assistance within carbon transactions

To ensure that the purchase of quotas and emission reductions is carried out in accordance with all legal requirements, the Ministry of Climate and Environment is seeking to establish a four-year framework agreement for external legal assistance as needed. The assistance can be related, but not limited, to:
• Consultancy on carbon transactions and agreements that the Ministry of Climate and Environment enters into from time to time, and all legal issues relating to transactions, including contract negotiations;
• As needed, consult on the ongoing monitoring of transactions and agreements concluded by the Ministry of Climate and Environment;
• If necessary, comsult on contract templates for the purchase of carbon units;
• As needed, consult on the ongoing relationship with international partners, including the World Bank and the Global Green Growth Institute;
• If necessary, consult on relationships with specific countries, programmes, projects and legal issues; and
• Any other consultancy regarding carbon transactions from time to time.

The Ministry of Climate and Environment has the main responsibility of ensuring the integrity of the government's climate and environment policy. Norway is committed to an ambitious climate policy, which includes working with international partners to achieve emission reductions.

Norwegian climate policy is based on international cooperation. Among other things, Norway's national climate targets (NDCs) under the Paris Agreement will be achieved through joint implementation with the EU. Norway also has a national target to become climate neutral from 2030 onwards. The target will be achieved by offsetting remaining Norwegian emissions through international cooperation on emission reductions.

Carbon markets are important tools for countries to increase their ambition and reach global climate targets. Article 6 of the Paris Agreement allows countries to voluntarily cooperate with each other to reach emission reduction targets. Norway is currently engaged in developing pilot projects under Article 6, both through the World Bank and the Global Green Growth Institute (GGGI).

Requirement for Norwegian companies: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT.
Requirement: Tenderers must be a legally established company.
Delivered upon request:
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in an industry or business register as prescribed by the law of the country where the tenderer is established.
Requirement: Tenderers must have sufficient ability and experience to execute the contract.
A description of the tenderer’s three most relevant assignments in the last three years. Relevant projects means work on legal issues related to carbon transactions and/or work consulting on relations with international partners, including legal agreements and supporting documents.
