The assistance that the ministry requests can include, amongst other things, a review of concrete problems connected to the reporting instructions, control/quality assurance of accounting information, and analyses of company finances. Assistance can also be required for financial assessments connected to public procurements, environmental requirements in current and future contracts, particularly including the maritime sector, as well as professional transport questions. Furthermore, it can be necessary to assist the ministry with reviews/tender documentation for any new contracts for the procurement of sea transport services along the coastal route after 2030.
The mentioned requirements for extra capacity are not exhaustive. New areas may be added during the contract period. Assistance can be required with problems within aviation and post, that come under the department's areas of responsibility.

Estimert totalverdi: 3 000 000 NOK 💰
Kort beskrivelse:
The framework agreement will be signed for a two-year period with an option for an extension for one year at a time for a further two years. The estimated contract value is NOK 3 million excluding VAT. The contract has a limt of up to NOK 500,000 excluding VAT in 2023 and NOK 750,000 excluding VAT in the following years. The estimate is not binding for the contracting authority, and it is probable that the consumption will be lower.

The current contract for the coastal route Bergen-Kirkenes was signed between the Ministry of Transport and the two suppliers Hurtigruten Coastal AS and Havila Kystruten Operations AS, for the period 2021-2030. The Ministry of Transport aims to manage the contracts in an efficient way and follow-up the suppliers' compliance with the contract terms. The contracts must also comply with the procurement and government support rules.

The requirements for consultancy may occur rapidly and the contracting authority therefore requests a tenderer with the flexibility to undertake assignments on short notice.
The framework agreement will be entered into with one tenderer. The framework agreement is not exclusive, and there is no obligation to procure for the ministry.

The framework agreement will be valid for a two-year period from the date it is signed with an option for an extension for one year at a time for a further two years (2+1+1).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Relevant assignments means review or consultancy assignments within the areas of assistance/competence that are particularly requested for this framework agreement, cf. poking 1.2 and annex 1.
Tenderers are responsible for ensuring that the description is of such a nature that it verifies that the requirement has been met.
