Hovedtrekk ved prosedyren:
The procurement will be carried out in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974 parts I and part III. The contract will be awarded in accordance with the open tender contest procedure, cf. FOA § 13-1(1). Negotiations are not allowed in this competition. Tenders cannot, therefore, be changed after the tender deadline has expired. Furthermore, attention is agreed that tenders that include significant deviations from the procurement documents shall be rejected in accordance with the Public Procurement Regulations § 24-8(1) b. The contracting authority can reject tenders that include deviations from the procurement documents, uncertainties etc., which must not be considered insignificant, cf. Regulations § 24-8(2) a. Tenderers are therefore strongly encouraged to follow the instructions given in this tender documentation with annexes and possibly ask questions about uncertainties via the contracting authority �?s KGV. Tenders shall be prepared in accordance with the guidelines given in this tender documentation with annexes, and submitted electronically by using the contracting authority �?s KGV.

The tenderer's economic and financial capacity: Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. • A credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service. • The contracting authority reserves the right to obtain further credit ratings or other financial information that, but not limited to, annual accounts including notes, the board's annual reports and auditor's reports.

The tenderer �?s registration, authorisations, etc.: Tenderers shall be registered in a company register, professional register or registered in a commerce register in the country where the tenderer is established. • Norwegian companies: Company Registration Certificate, not older than six months. • Foreign companies: Verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

The tenderer �?s technical and professional qualifications.: The electrical company that signs the framework agreement with the municipality must have complied with the following qualification requirements, it is not possible to use another company or under contractor �?s certification. • Authorised electrical installer, must be enclosed. • Ecom networks authorisation (ENA), must be enclosed. • Employees with FG 750 certification or equivalent certification must be enclosed. • The company must be FG 760 certified or equivalent, must be enclosed. • Approved electrical inspector in accordance with NEK 405-2 and NEK 405-3 must be enclosed. • Certified electrothermography in accordance with NEK 405-1 must be enclosed. • Documentation of executed Autrosafe courses and valid dealer contract with Autronica. Tenderers shall have procedures for environmental management measures that contribute to minimising environmental impact. • Certified as an environmental lighthouse or equivalent environmental certification must be enclosed. Reference assignments must be able to refer to the same type of framework assignment within the last 3 years, with equivalent municipal or government work assignments. References must be given for them, with the name and telephone number of a gender neutral preferred in the tender letter. • Description of the tenderer �?s up to 3 most relevant contracts in the course of the last 3 years. The description must include a statement of the contract �?s value, date and recipient (name, telephone number and e-mail address). It is the tenderer �?s responsibility to document relevance through the description. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider. The electrical company must be an approved apprentice company. • Documented approval from the county.
