Framework agreement for consulting services - general consulting within IT and digitalization

Norwegian Courts Administration

The purpose of the framework agreement is to cover the Norwegian Courts Administration´s (NCA) needs, in terms of consulting services, within the field of "General counsulting within IT and digitalization.".
An equivalent framework agreement were published for competition in November 2022 and cancelled January 2023.
The competition were cancelled on the grounds that the NCA deemed it erroneous.
Among other things, the NCA stipulated conditions relating to the offered resources and their availability for orders under the framework agreement. These conditions evidentally contributed to discrepancies/reservations in several offers. The aforementioned discrepancies came to light both explicitly through submissions of appendix 4 "Discrepancies and reseravations" in the offers, and implictly through the offers in which discrepancies/reservations were revealed during rounds of clarifications with the suppliers.
