Framework agreement for consultancy services for the development of logistics applications - 2nd notice

The purpose of this call for tenders is to give the Armed Forces and the Norwegian Defence Materiel Agency access to expertise/consultancy support for the development of logistics applications. The framework agreement shall give access to available development expertise for the Norwegian Armed Forces regarding SAP FIORI, Neptune Software, Javascript and ABAP. The applications subject to development shall be supported on both desktops and mobile platforms, which should also work if the systems are offline. The contract can also be used for development, consultancy and support for areas linked to this.
The background for the agreement is that the ongoing modernisation and efficiency improvement of the Armed Forces' logistics activities generates a need for support in developing innovative and cost-effective logistics applications.
This procurement has been announced previously. FMA has made changes to the tender documentation and asks tenderers to be aware of this.

The scope of the procurement is approx. 25,000 hours over four years, including options. The maximum call-off against the agreement shall not exceed 40,000 hours, including options.

The main part of the work is expected to be executed at the Armed Forces' locations in Oslo/Viken. Other workplace locations can occur.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must be registered in a register of business enterprises or a trade index in the country where the tenderer is established.
Documentation requirement:
Norwegian tenderers:
- Company Registration Certificate
Foreign tenderers:
- Verification showing that the tenderer is registered in a Register of Business Enterprises or a trade index in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have the necessary economic and financial capacity to fulfil the contract.
A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.
Documentation requirement:
A credit assessment from a certified credit rating agency based on the most recent known accounting. The rating must not be older than 3 months.
Teknisk og faglig kapasitet:
Tenderers must have valuable experience from comparable assignments.
Valuable experience is in this context defined as experience with the development of Neptune/Fiori applications for clients.
Documentation requirement:
Overview of the tenderer's three most relevant assignments in the last three years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The list must include an indication of:

Tenderers must have a good and well-functioning quality assurance system.
A description of the tenderer´s quality assurance methods.
If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of the valid certificate.
The tenderer must have a good environmental management system.
A description of environmental measures that have been implemented in the business.
If a tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
