Kort beskrivelse:
The Norwegian Government Agency for Management and Financial Management (DFØ) c/o Statens innkjøpssenter invite tenderers to a competition for the governmental joint agreement for internet, data lines and accompanying services. The procurement includes internet access, network access and data lines as a mandatory part of the delivery. The procurement includes non-exclusive options for SD-WAN, security services, consultancy services and other additional services. The annual contract value is estimated to be between NOK 70 million and NOK 100 million excluding VAT, including options when all call-offs under the Joint Agreement have been implemented. Attention is agreed that the estimate is not binding for the contract owner and contracting authorities. The total maximum value for the contract for 6 years is NOK 900 million excluding VAT. The joint agreement is divided into five (5) sub-contracts, tenders can be submitted for one or several of the sub-contracts. One sub-contract will be seen as one contract area. The sub-contracts will be entered into independently of each other.

Hovedtrekk ved prosedyren:
The procurement will be made in accordance with the Public Procurement Act of 17 June 2016 (the Procurement Act) and the Public Procurement Regulations (procurement regulations) 2016-08-12-974 parts I and parts III. The competition will be held as a restricted tender contest, cf. the procurement regulations § 13-1 (1). A restricted tender contest involves the procurement being carried out as a two stage procedure. The tender contest starts with a qualification phase. Only tenderers who fulfil the qualification requirements and who have been invited will be able to submit a tender. All qualified tenderers will be invited to submit a tender. The deadline for requesting a temporary injunction for tenderers who are not invited to submit a tender is set to 15 days from the day the Contracting Authority sends out a written notification, cf. the Procurement Regulations 20-7 (2). Negotiations cannot be made in a restricted tender contest and the tenders cannot be amended after the tender deadline has expired.
